Mission Architect Accolade Vitalize - bugged?

Is the Mission Architect Accolade called Vitalize bugged? I earned the accolade, but I can't see it, or figure out how to use it? Thanks!

You need to 'charge' it by logging out. You don't get the power immediately upon receiving the badge.

I thought I'd read that the accolade *is* bugged, though. If it's not, then the above is the correct way to "charge" it, but I'm sure I'd read that it wasn't working properly.

EDIT: Yep, ParagonWiki notes the bug with the Vitalize power: "Charges are not currently accumulating on this power. You can unlock the power but not use it "
