Did you launch both updaters (Live and Test) and checked the version numbers from there? Or are you getting Test's version number from the Test Server patch notes?
Looks like Test is being updated too, and if the version numbers match after THAT, then that's a little suspicious. I can't see them throwing stuff into a patch that's not been tested (like I said earlier, they've never done that before). -

That's not possible. They never release a patch to Live without first testing it on the Test Server. What you see on Test is what we'll be getting on Live when the servers come back up.

I haven't downloaded anything yet; for me it "verified patch" and started applying. The only thing that could mean is it verified the Issue 15 pre-download and is applying it right now.
There will probably be a patch after it finishes applying the pre-download (since Test has been patched a few times since the pre-download came down), but I'd say this has to be Issue 15 today.
It'll be the first time a new issue has ever gone live on a Monday. -
Type /get_global_name CHARACTERNAME (where CHARACTERNAME is the, well, character's name that you remember) and that should give you his global chat handle.
You can then send him a global tell, even if he's offline, and see if he responds. -

It's not our "job," no. You can't get your account banned by not reporting violations (unless you yourself are actively taking part in said violations, exploits, etc, of course).
Reporting violations helps to remove them, and removing violations helps the game as a whole.
Would you petition someone if they were using excessive cursing in a public channel? What if someone were harassing another player? What if someone was using an exploit to somehow give themselves infinite Influence, or Prestige, or whatever? Would you report that person? -

No, not at all.
But I don't believe there are many (or possibly any) GMs in the game unless they are actively working on something specific. With the workload that would come from 100-150k players filing bug reports and petitions, I just don't believe the GM team is big enough to just have people roaming around looking for problems.
Even if that were the case, the chances of GMs catching violators would be much, much smaller than than the chances of the playerbase catching them. -

I have yet to meet someone who actually likes that Footsteps arc, and I play on Virtue even.

I've edited my post to clarify that I meant I'm not alone IN MY OPINION of the arc.
I'm not sure what you mean by popularity. It's a popular arc only because people LIKE it. "Quality" is a very subjective thing, but I think that most of the people who have played Footsteps believe it to be a "quality" arc or else they wouldn't be rating it so highly.
Unless you mean that the author is popular and that is why he has such ratings. But I don't think that can be it, as if he were really popular I think I'd probably have heard of him before Footsteps, and his other arcs would undoubtedly also be bouncing in and out of HoF status... -

If the bio of a character mentioned that they were gay, would that also bother you? I just don't see the hangup with the mention of a character's sexual orientation. And it's definitely not too outlandish for a Teen rated game anyway.
Also, if I'm remembering correctly, the whole point of that character being bisexual is so they would be attracted to your character in the ultimate form of hero worship. Kinda hard to do that if they weren't bisexual. (Although, that leads me to an idea about what we could do with branching dialogue and the like if it were available...) -

I think I know why. I mean it was done well and the creator made sure there were little mistakes. But mistakes there were.
Also the game is Teen rated but the Arc doesn't really follow "City of Heroes" Lore persee. It alludes to some adult subjects (( the one character is outright bisexual and another is a plant who is probably illegal just by himself.)) Also it breaks the fourth wall. ((Dark Shadow. ))
The arc is fun but I don't think it would really "fit in" as a regular arc if it were in the CoH universe so I don't really think it should be Hall of Fame.

Why does it matter if a HoF arc fits perfectly into CoH continuity? An arc achieves HoF status because PLAYERS LIKE IT and rate it highly. HoF arcs aren't hand-picked by anyone to be HoF like Dev Choice arcs are. -

No, it hasn't. Again, no issue has ever been released on a Friday. The latest day of the week for an issue release is Thursday (Issues 2 & 6).
Issue 2 was the one that caused a ton of headaches over the weekend following its release, but it was released on a Thursday, not a Friday. -

Except that they've never released an issue on a Friday. The latest day of the week they've ever released an issue on was Thursday (Issues 2 & 6).
It was Issue 2's release that caused tons of trouble over that weekend, but it was released on Thursday, NOT Friday. -

Whether or not some people's forum avatars violate US copyright laws, that's beside the point. The question that's relevant to this discussion is: does it violate NCSoft's rules?
To apply the above to the game (and thus, the main topic of this thread): Those of us who report violations such as the one shown in the OP don't do it because it's against US copyright law. We do it because it's against the EULA that EVERYONE who plays the game agrees to. -

Yep, Crime of Fashion was mistaken; as others have said, not rating an arc does NOT give it a "zero star" rating. Also, as I stated earlier, with Issue 15 there won't be any "zero star" ratings period. -

With Issue 15, they've made it impossible to "zero-star" an arc, so that will help a little bit. When they transferred the Live arc database over to Test, three arcs immediately jumped up to Hall of Fame status (including the one that's been HoF on and off on Live for a bit).
All that means is the people who've been zero-starring arcs will just move up to one-starring them, but it'll still be better than it is now. -

That's NOT how I understood DC to work when it was first discussed (and why a lot of folks stated that they would decline allowing their work to be DC'd.)
My understanding is that when a patch comes out that breaks somethings, YES the DC arc CAN become unplayable. However to edit it, you have to PM Customer service.
I never heard that the DC arc's were immune to breaking from patch changes (such as a map being removed).
Correct me if I'm wrong, or misunderstanding what's being said here.

You're incorrect. DC arcs are immune from the invalidation that would occur due to map changes or other patch changes. My DC arc, for example, shows invalidation-level errors when I go to edit it, but it's perfectly playable. Pohsyb had a post specifically stating that DC arcs would be immune from invalidation (it came shortly after they made it so DC arcs weren't editable during Issue 14 Open Beta), but of course that post was purged when the Issue 14 forums were taken away.
EDIT: I've never heard that a simple PM or petition to customer service is enough to edit a DC arc. It might be worth a try, since I would LOVE to be able to edit mine. As I said above, I've considered unpublishing it just to edit it, even though I'd have no guarantee that they'd "re-DC" it.
