As far as I know, they're not broken; there's nothing to "fix."
The problem is that there are griefers who seek out highly-rated arcs and zero- or one-star them to knock them down. I've seen a Hall of Fame arc, and it was really good, but it wasn't on the board very long before someone came along and dragged it back down.
I suspect that this will be an ongoing problem until they either do a better job of finding these griefers (not a trivial task, since there might be some people who genuinely think that a Hall of Fame arc is crap) or change the definition of a Hall of Fame arc so that negative outliers are ignored.
We've been saving Paragon City for eight and a half years. It's time to do it one more time.

With Issue 15, they've made it impossible to "zero-star" an arc, so that will help a little bit. When they transferred the Live arc database over to Test, three arcs immediately jumped up to Hall of Fame status (including the one that's been HoF on and off on Live for a bit).
All that means is the people who've been zero-starring arcs will just move up to one-starring them, but it'll still be better than it is now.
I really wish there was a way to handle griefers... I mean you wanna talk about people that screw up the game...

I must admit to "accidentally" 0 starring an arc or two.
Sometimes I quit out in a hurry and forget to rate the arc, giving it a 0 star.
I usually go back and change my vote, but it happens

Wait a second... if you don't put in any rank is it zero starred? Because sometimes I join a team right as they finish an arc or something and since I didn't actually play the arc I just hit "finished" when it pops up, assuming that it just won't count my vote...

You had me scared for a second... I go out of my way to play unrated arcs and give feedback, but I occasionally don't star it (because I feel that I'd be better off giving suggestions than rating it below a 3).

Yep, Crime of Fashion was mistaken; as others have said, not rating an arc does NOT give it a "zero star" rating. Also, as I stated earlier, with Issue 15 there won't be any "zero star" ratings period. 
Do Hall of Fame Arcs give merits or regular rewards? It's been so long since I've seen one I don't remember anymore.

All the Devs left me is a small can of "US Army Rations" on the counter, and the cupboard is completely empty! lol

will they be fixing these AE arcs so there are these missions available? i noticed the critic badge is one of the 24 badges staying and its for playing hall of fame arcs.
and how do u get the villainous badge? that for 10 villian AE mishes?
