There is a fear or flee component to some of storm's powers. I thought it was tornado and lightning storm. I can confirm though that it affects EB/AVs. I would try to solo them on my Illusion/Storm controller and could never get the kill as they would run away from my lightning storms and regenerate most of their health back.
What makes it worst is I couldn't immobilize them -

For a short period of time, while running an all-Thugs superteam we were able to trigger 8 at once.
I have never had such an easy time playing this game -
Either one of those would be a superteam out of the box and very survivable. I would barely lean toward the Robots/ just thematically speaking.
I, however, would not want to play either of the /FFs and have to bubble 18 pets -
This is a quick Fire/Rad build that would let you try most of the good powers out. It is by no means perfect, or even the build I run, but like you said you can tweak it and respec into the powers you end up liking when you play
I will try to thow together a Fire/Emp one too if you like.

I wouldn't mind throwing something together for you, but as your first controller I wouldn't normally recommend that combination. Fire/Radiation maybe?
If you're set on Fire/Empathy realize it is a very busy combo. This is a very teaming-oriented combo that will be able to provide support, but it would be very difficult to solo unless you build for it specifically.
Will you be teaming exclusively? What role are you trying to fill for your team? All of this will help the forumites here to offer advice -

I went Grav/TA myself and it's loads of fun, although a bit clicky. Being able to stack holds on bosses and play at range is nice.

pets and pseudo pets can no longer have their own powers' recharge affected at all. slotting recharge ehancements will still make the summon come up faster.

We already know its possible for some exemptions because there have been reports that the defender lightning storm still behaves the same as on live as on test yet the controller/corrupter/mastermind version of the power is now uneffected by recharge. Powers like Lightning Storm, Voltaic Sentinel and Auto Turret are precisely the powers that were targeted by this fix. Making exemptions for them would defeat the purpose, don't you think?

Well, that's it I guess. Hopefully at some point LS can receive some sort of buff (I think endurance cost is the main problem), but until then no point in worrying about it.
It's gonna take some time and respecs to gut my Illusion/Storm character of IOs, but there are other toons to play. This game is still very fun for me, just not the Storm Summoning set any longer. -
I think some problems lie with the fact that raw numbers and experiences don't always mesh. Also, attack chains differ with what is used here and what someone else might do against a single target.
Just like some people play one way and think "Earth Sucks" and use flashfire when attacking single targets with a fire controller. That won't mean the next person will have the same experience.
The numbers are just that. Just watching these videos there are things that I would have done differently, but that is not to say the numbers are not good to look at sometimes. I'm merely saying I would take the word of someone who has played Illusion with different secondaries (like Local_Man for example) when trying to find out how a set performs before trusting numbers in a vacuum.
Each set will perform differently in different hands and with different secondaries. It should not be a poor reflection on any primary set, especially if you have experience that doesn't correspond with the numbers. -
I like what you're doing here as well. Only thing I noticed is when I attack on my Illusion controller, it's sometimes Blind - SW - SW - Blind, etc...
Our slotting may be different though, so that may not work best for what you are testing. -

I have been thinking of rolling a plant/storm lately and came here looking for a guide as well.
I have heard and can imagine that SoC, Freezing Rain, Roots combo does pretty well, but was interested in some of the other powers and how it plays level 38+ in general. -

Power Boost is the only one I find useless on my character, but I can see how it would be a good power for other controllers that have buffs/heals/holds they use, etc... My illusion controller can't really use it from what I can tell, so an AoE attack would be nice
