Well, last night Zwillinger told Triumph Watch 2.0 (Triumph's main badge channel) that they are looking at the yearly badges, even if it is something they can't fix.
This is extremely disheartening that we can't get an official answer for something that's been broken for almost 6 months.
If the yearly vet badges cannot be fixed then they should be removed.

Maybe they were lucky enough to snag two codes for their account and their child's account? Or Spouse, or partner, etc. -

Well I believe those settings are gone. Likely overwrote the saved character data on the server so you have to start from scratch.

How does this affect characters that have logged in since I17 and have lost all power customization that was in place before I17? All of the characters I've tested (copied to Test to check) thus far do NOT have their power customization restored to what it was before I17 with this patch. Back to the original OP - if a "fraud alert" popped up, you'll need to start with calling the bank and telling them that you really did want that second charge on your account. It sounds like the bank is thinking that the two transactions you intended to make could be one trying to go through twice and hence the flag on the second one.
You may have to have the bank flag your account to say that (on their end) any purchase from NCSoft is legit. -
