Back to the original OP - if a "fraud alert" popped up, you'll need to start with calling the bank and telling them that you really did want that second charge on your account. It sounds like the bank is thinking that the two transactions you intended to make could be one trying to go through twice and hence the flag on the second one.
You may have to have the bank flag your account to say that (on their end) any purchase from NCSoft is legit.

Yesterday I bought the preorder for going rogue on my credit card. Everything went fine, but a little later I tried buying it for my boyfriend too but this time we got a message saying "fraud suspision" Nothing else, nothing at all about how to proceed from there.
Today when we tried we get the message "can't do this purchase right now try again later or tomorrow" The same happened when I tried to buy one of the booster packs for myself.
Now it's been like this all day and I don't know if this is a new issue or it's because of yesterday. Can't really find a way to contact support either, tried mailing but no reply as of yet.
I would like to know how to proceed from here...Do I need to talk to NCsoft or to my bank? And how long will it take to fix? My hubby has already been in a foul mood for days I really don't need any more problems that makes his mood get even worse.
