So how does CO do it from your perspective? In the introduction you save an entire city from aliens and you saving citizens trapped under rubble that are going to die unless you pick it up and save them.

The Tsoo don't really need help on that, they already have over a dozen different bosses with different looks and powers. The problem is that they don't spread them over enough of the level range and some bosses don't spawn as often as others.
Crey Scientists are another type that could be made into generic individual bosses by giving them bare heads. -

What are the chances that Emperor Cole's HQ is located in a spacecraft, satellite, or underwater base? The scene in the vid where Statesman and Desdemona are looking at the city kind of looks like it's on a monitor (perhaps even from an overhead angle).
