EDIT: Something else relating to tp-ing criminals to the Zig - on the Safeguard missions, the villains being broken out of the precinct in the jailbreak side mission are not just street level thugs - they're actual superpowered villains - so it seems like they've either been sent there from the Zig for some reason, or some villains go to the precincts first before they get sent to the Zig - which is partly why I assumed that the people we defeated were tp-ed to the nearest precinct as a sort of holding area where they could be properly interviewed and processed before going to the Zig to await trial. -

That's possible too - but it might be a bit risky and irresponsible to leave dangerous enemies for the police to take care of in case they woke up in between us leaving the the cops showing up

If defeated enemies are teleported to the Zig, wouldn't we have to tag them in some way first, as we're the only ones who can use the mediporter system?
