If you look at the incanrate Trails, the ones we've seen so far are all Primal Earth vs Praetoria - the dev intention seems to be that everyone should be helping defend Primal Earth from the threat of Tyrant - although that doesn't rule out expanding Praetoria at some point.
But with the focus on adding new missions at 20+ in Primal Earth, it also seems that the dev intent is that the escape from Praetoria is going to be a feature of any potential 1-50 Praetorian path, with a return to Paretorian probably happening aorund level 30. -
For example, the Nictus Fragment is the ITF end reward, but if you don't want to do the ITF, then you need 4 Shards to make that component, and so on.

I like how that area of IP is starting to become a Longbow/military hub for threats outside the city - it might be nice if they'd clear the mobs that spawn arpound the building by the docks and in the hospital car park, and maybe added some Longbow troops lined up ready to embark or disembark, and maybe some Longbow mechs being fixed on their platforms, like the ones in RV, as well as more crates and supplies stacked by the docks witht he Freedom Corps logo on them.
It'd just be for zone flavor, but I think it'd add some color to IP. -
Don't forget that this is still at the testing phase - and from the way the time limit for side switching was greatly reduced based on feedback during the GR beta, it's quite possible that these figures could also be adjusted before I20 goes live.

I'm not sure - Leandro gave the figures on the Beta Testers channel - it's 88 Shards for each Notice fo the Well, + 32 for the Favor of the Well, and 100 million Inf per NotW.

From the Beta Server, the current requirements to get Tier 4 Alpha with only Shards and no TF/Trial component drops is 384 Shards, plus 400 million inf.

I see there's also a new feature where you can flag yourself as a new player needing help, or as a helper - which is awesome.

I heard that any player who doesn't take the Trial path to becoming an Incanrate will have their global handle changed to "Miserable Worm", followed by a designation number, and will receive hourly tuants and abuse from the devs via Tells and in game e-mails.

Maybe there might be an "anti-Well" way of progressing for some stages of the Incarnate path? -
