Yeah, one of the Hero Task Forces are from the first year of the game, and they were designed to fit a different idea of how players would interact with the game - and that same idea is also found in a lot of the really old Hero missions and arcs too - but the devs seem to be working to a plan of revamping the content 1-50, and either adding newer and more dynamic alternatives to the older content, or by totally removing it and replacing it with the more sophisticated modern content.
Older content has a lot of repetition, but newer content uses linked objectives to redcue the amount of less exciting missions into fewer misisons that are way more action packed.
A good example of this is in the Incarnate content - the Tin Mage Task Force only has 3 missions, and the Apex Task Force only has 2 - but there are so many changing objectives within the missions that you're not really aware of there being so few - instead of sending players to a new missions for each new objective like the older content does, the objectives are now all inside a handful of missions, which makes for a way more dynamic experience. -

It's part of the larger revamp that's been going on for the past 5 Issues - Issues 17 through 21 have now added the newer style of content for both factions to be able to level up 1-29, with only a few gaps where older content is needed - but even those can be filled with the new sewer Trial or things like the Faultline arcs.
First Ward takes the content revemp past the halfway point on the path to 50. -

The head start is the final phase of testing for I21 - and it has to be done on the live servers, to make sure everything is smoothed out for the freebies - so while it gives the VIPs early access to all the awesome stuff in I21, it also comes with some stability problems and bugs that will be gone by the time the freebies arrive. -

I'm pretty sure we'll see more of them - they're fun characters, and they could be used is various ways in the future - although Flambeaux is already kinda developed further in some of the higher level Tip missions.
Twinshot's links with Maelstrom, as well a Proton's brain-washing by Mother Mayhem make them both suitable to be used in more higher level Praetorian content - and as Dillo has said that 18 of the Maaxigada'arzildilo worlds have already been destroyed by the Coming Storm, he could easily be used in futue Incarnate content - plus, Grym has an unusal background for CoH that coule be explored further.
