Because I'm wondering if I should take my Hero Loyalist there. And that title is meant in its truest sense, he is a Loyalist that supports and fights for Cole's regime, but if he were on Primal Earth, he would absolutely be a hero, and is automatically drawn toward heroic things.
Of the 8 stroy contacts in FW, the 1st is a sorceress from the Carnival of Light, the 2nd is a woman whose group are allied with the Resistance, the 3rd is an ex-loyalist guy who's joined the Resistance, the 4th is a woman who's a former unwilling servant of the empire who's now working against the loyalists, especially Mother Mayhem and the Seers, the 5th is an old shaman who's friendly with the Carnival of Light, the 6th is a wizard who works with the Carnival of Light, the 7th is a crazy but rather pathetic wizard who ultimately does something very good, and the 8th is Vanessa DeVore, the guiding force behind the entire Resistance movement, whose masterplan, according to her new bio, is to get the Wardens to take over the government form the inside.
Three of the contacts are returning from the GR content - and they're either part of the Resisatnce or helping the Resistance - and while there are also three Praetors that show up, none of them are contacts, and they're all shown in a very bad light. -
There's like zero motivation for you to run the zone story arcs if you don't want to help people and do the right thing - there's not even like a magical item temp power that you get at the end, which could be the motivation for helping the people there - the contacts just assume that you'll want to help them, and are cool with working with the Resistance.
For the loyalists, there are some Crusaders to fight, but it still involves working with Resistance members and their allies, with no option to ring Porvost Marchand to inform him of what's going on - and the final arc has a mission in it that's outrageously disloyal to the wonderful Emperor

Keeping the in-fighting going for your own advantage or to help Tyrant isn't an option. -

There are repeatable contatcs for Villains/loyalists, but no actual zone storyline that fits their views - it's pretty much a Hero/Resistance zone, which it needs to be as its level range is over halfway to the Incanrate content, so everyone neds to be moved towards that path.
