Mother Mayhem seems more detatched from the "normal" imperial feel of the rest of the dictatorship, and with her close connection to the story of the Praetorian Penny Yin and Penny's fairytale view of the world, I'd always viewed Mother Mayhem as the evil stepmother treating her "children" badly. -
