Re: your second build.
Hasten, Stamina and Tough Hide are WAAAAAAAAY into ED territory. Three level 50 IO's is way overkill for those particular powers.
To see this in mids, on the window where it says "Info" "Effects" "Totals" "Enhance" click "Enhance." Now, hover your mouse cursor over Hasten, Stamina, and Tough Hide. See how the Enhancement values are all red? That shows you're way into ED territory.
Of course, you can keep it that way if you want. But what I would do is take a slot out of each of them to put into other powers. (or put something else in there instead of Level 50 IO's.) -
With Dual Builds, it's now even easier to have your cake and eat it, too.
Tanks are the only toons I use Dual Builds on. One build is usually my Solo build, in which I make more of a "scranker": rarely have Taunt, always have Hasten, focus on six-slotting attacks instead of defenses, etc. My Team build is the more traditional Tank: six slot defenses before attacks, always Taunt, rarely Hasten.
Yes, it can get expensive. But I mitigate that by usually just using Generic IO's until the 40's and only use Set IO's on the build I use the most (Solo build for me, but YMMV). -

Don't rely on Broadcast to form teams. Join some of Infinity's channels such as Infinity TFs, Infinity Monsters, Infinity Badges, Inf Badge Seeker, Infinity Extreme, Infinity Hamidon. Use these channels to try and form teams or just monitor them to see if anyone else may be doing something you're interested in.
(Game is down while I am posting this, so I'm not positive on the spellings of some of those channels....) -

Another thing, let us know what you generally use your toon for? You said PvE, but do you solo much? Or team?
Heraclea has said in the past that she typically doesn't pick Rage. The ToHit buff in Rage could possibly eliminate the need for two Accuracies she has in each of her attacks. I'd guess that Heraclea teams far more than she solos.
Below is my main's build. He solos mostly and only teams for TF's or Raids or Giant Monster hunting. I did not choose Tough/Weave, cuz I think that's wasted on a solo build.
I unwisely chose Assault to get a little more damage; on my next freespec, I'll drop Assault, and pick Punch or Haymaker, remove all slots from Jab and put them into Punch or Haymaker. That will do far more for my damage output than Assault.
I chose Taunt way before Heraclea, primarily b/c I spend a lot of time exemped down doing Ouro arcs or re-doing TF's.
(Yeah, yeah; I can already hear you all: "Steadfast in Unyielding????? wtf were you thinking?" But Unyielding is the only Resist power in Invuln that affects all types of Resist instead of only one or two.)

Fly is the easiest, but also the slowest. But if you're playing a melee toon, then Fly's prereq of Air Superiority comes in handy.
If you want to get to the mission door first, and want a little bit of stealth, then Superspeed is best. Superspeed's prereq of Hasten also comes in handy, no matter what your AT is. Superspeed is great for zipping to the end of mish to click the glowie or just defeat one room full of enemies. Just be aware that if you don't know your way around the city zones real well, then Superspeed is kind of painful. Also, Superspeed is painful in those multi-level cave rooms or multi-level office rooms. (Those rooms are why I almost always choose Fly.) And don't get me started on the Shadow Shard.
If you want a little bit more defense as well as a more vertical movement than Superspeed, but not as much as Fly, then Superjumping is great. SJ's prereq of Combat Jumping adds a bit of defense.

A race of hyper-intelligent, pan-dimensional beings (who manifest in this dimension as ordinary-looking white mice) built a huge super-computer - the second-smartest computer of all space and time - named Deep Thought, in order to answer the Ultimate Question of Life, the Universe and Everything.
After millions of years of contemplation, Deep Thought revealed that the Answer is 42.
The "mice" were puzzled by the Answer and attempted to fashion questions that would fit the Answer ("How many roads must a man walk down", etc) but were then informed by Deep Thought that their problem was that they really didn't understand the Question of Life, the Universe and Everything.
In order to understand the Question, Deep Thought instructed the "mice" to build the first-smartest computer of all space and time. A computer so large and so advanced that organic life would be part of its operational matrix.
The third smartest species that lived on this computer called the most advanced computer of all space and time the rather mundane name of "Earth."
This super-computer was destroyed to make way for a hyperspace bypass, but not before implanting the Question into the mind of one of the last surviving members of the third most intelligent species of this super-computer.

The most intelligent species that lived on the super-computer are, of course, the white mice themselves, who take great pleasure in suddenly running the wrong way thru a maze while appearing to be searching for cheese.
The second-most intelligent species are, of course, dolphins. The dolphins fled the computer just before it was destroyed. Just before they left, they attempted to warn the third-most intelligent species of their home's impending destruction (also saying "So long, and thanks for all the fish.") but the warnings were misinterpreted as backflips thru hoops while whistling the Star-Spangled Banner. -
