As fabulous as the conning colors are, we know not everyone can distinguish the differences between them. The arrows (up or down) are a redundant indicator so colorblind players can quicky tell how hard an enemiy will be.

There's just one problem, in my opinion.
As it stands now, the colors and arrows are as follows:
Minion -4 (or more): Grey (no arrows)
Minion -3: Grey VVV
Minion -2: Green VV
Minion -1: Blue V
Minion +/-0: White (no arrows)
Minion +1: Yellow ^
Minion +2: Orange ^^
Minion +3: Red ^^^
Minion +4 (or more): Purple (no arrows)
For color blind folks, having three very different 'cons' (Deep Grey, White, and Purple) with the same indicator can be confusing, or worse. Even for the non-color blind, Grey and White can look very similar. I would suggest adding a (VVV+) and (^^^+) for the Deep Grey and Purples, so that each "con" can have a distinct indicator. -

Yes, the option to ignore the rules doesn't exist. Neither does the option to shoot the civilians in the head, but I don't see you whining about that. Your hero makes certain agreements when he enters the city, just as you do when you enter the game. If you don't like those agreements, then your options pretty much come down to dealing with it, or not playing.
I, for one, like the story of the game, and appreciate that they went to the trouble of adding a backstory to why we wait until level 20 for the capes, rather than saying "No in-game reason, we just want you to work for it."
If you don't like story content, there are a number of games out there for you. -

1) Cancel Medical Transporter service. Welcome to "Hardcore mode". Better hope you don't fall while fighting crime "your way". Your next will be your last.
2) Revoke your crime-fighting license. From this point on, you are going to be the favorite vigilante of Chris Jenkins, Attorney at Law. Each and every villain you beat up and "arrest" from this point on will be contacting you as part of the lawsuit. And if you aren't arresting them? Be prepared to join those Archvillains in the wanted lists for mass murder.
3) Nullify all Influence earned. Your Influence is a measure of the respect you have from the populous. Do you really think they are going to respect a super-powered being who breaks the laws willy-nilly? Sounds like you are setting yourself up to be the next Nemesis. You better hope that you can get all the Enhancements you need off of the villains you are illegally attacking, as merchants will no longer give them to you. And I hope you like the outfit you are in, as ICON won't be changing it for you any more.
4) Sever ties with all of your Contacts. These people work with the other heroes, a network of informants, and the government of Paragon City. Do you think that they would jeopardize their standing with the many thousands of heroes that follow the rules, just to maintain contact with you, the one that insists on breaking them? Looks like you get to hunt (alleged) criminals in the alleys of the city, while the rest of the heroes get the hot tips on where to go.
5) Remove teaming opportunities with other heroes. These heroes have agreed to the rules and regulations associated with the licensed crimefighting. By teaming with unlicensed vigilantes, they lose certain protections under the law that are offered by the licenses, opening themselves to the lawsuits you will undoubtedly face.
Still think you can just ignore the rules? That is your choice, but remember that choices have consequences. And in this case, the consequences are quite clear.
Besides, to hear you talk, it sounds as though you are already a part of the City of Villains, waiting for the opportunity to truly "fall". And you are welcome to it, as you sound like no hero I know. -

Right now setting difficulty higher gets bigger spawns. I've heard your not supposed to but this occurs, I have seen it. This better be changed because I am gonna hate fighting named Lt's as I will for any future characters be bumping up the difficulty since this game shouldn't be so easy on me. Also, if I set myself to Invincible, can all Named Bosses because Elite Bosses? This feels appropriate if you guys fix the "bug" with setting reputation higher and getting more spawns when soloing when sometimes all people want is higher level enemies.

I don't think this is a bug. From my understanding:
Hard-Boiled: Normal
Tenacious: Normal with larger spawns
Rugged: Higher level
Unyielding: Higher level with larger spawns
Invincible: Much higher level
This allows those who want higher levels to get it, as well as those who just want larger spawns.
To rephrase, to show the other side of the argument, "fix the 'bug' with setting reputation higher and getting higher levels when soloing, when sometimes all people want is larger spawns." -

An intervention is when your family / friends / church mates / coworkers / whatever take you aside, usually into a large group of them, and explain that your behaviour (drinking / drugs / gaming / sleeping around / whatever) hurts them, and to try to convince you to slow down or stop. The usual reasoning is that most people are unaware that the behaviour hurts others, and simply explaining this, and giving an outsider's point of view, will convince the target oif the intervention to stop.
Mind you, I don't know how well this works. It seems to me that if it gets to the point that an intervention is necessary, then the person has probably already been approached repeatedly about the activities, and is aware that others at least do not approve. -

I'm not talking about an apnea condition - I'm talking about forcing yourself to remain *fully awake*. While you rest you're doubtless getting better 'sleep' than some people do going to college or working hard at an office 12 hours a day.
Your brain in particular might have adjusted to this condition, but it's by no means normal. Technically speaking you indeed should be six feet under. You sir, may be a medical miracle... Did you gain water weight in your feet? Just wondering, because that's what happened to Drew. (well, across his whole body, but feet first as they're farthest away from the heart.) It's a good sign that your heart can't handle being oxygen deprived by the choking.

Well, the remaining "awake" wasn't exactly a choice. When I would close my eyes, and reach the edge of consciousness, that is when the apnea would kick in. The sleep clinic technician said that she saw some "Level 1" sleep activity in the ECGs, for a very short period of time, but never saw even a hint of level 2 or 3 (level 3 is the deepest sleep, and the restorative stage). I didn't really gain extra weight in my feet, but I am somewhat overweight (which is part of what contributed to the apnea). The really worrying part was the cardiac arrythmia that was a result of the choking. If I recall correctly, my oxygen saturation levels were dropping well below 70% during the apnea episodes, and I was experiencing over a dozen irregular beats (tricardia (sp?)) a minute at the worst parts of the night. That is the part that I was told was more likely to kill me. I honestly hadn't realized how bad it was, just figured that I wasn't sleeping well, and the snoring was harmless. If it hadn't been for my wife insisting on the testing shortly after we got together, I very well might not have been here now.
I went the non-surgical route, for now, and have a CPAP machine. Basically, it's a mask that I wear over my nose when I sleep, which slightly raises the air pressure in my airways, holding them open during the night. Yeah, I look a little goofy wearing it, but I sleep well, the irregular heartbeats have stopped, my blood pressure has come down, my energy has gone way up, and lots of other good stuff. Again, I say, if you snore loudly, wake often, are constantly tired during the day, or choke in your sleep, go check it out. Then you can say that City of Heroes saved your life. -

I would just like to point out that the above statement is absolute bunk, and the fact that I am typing this sentence is proof.
I have a sleep disorder called "obstructive sleep apnea". Basically, when I fall asleep, my throat can close up, and choke me, causing me to wake up again. When I had the testing done for it, the ECGs showed that I never fell asleep. The choking woke me before even the beginning of sleep patterns in my brain. As a result, I was effectively "awake" for over three years straight. By your statement above, I should be either a drooling pile of former humanity, or six feet under.
And now, for the Public Service Announcement:
If you find you are tired all the time, wake often, and are told by your friends / family / significant other / coworkers / neighbors that you snore loudly, or seem to choke in your sleep, schedule an appointment at your nearest sleep clinic as soon as possible. Staying awake won't kill you, but the choking can, as well as causing other complications. There are both surgical and non-surgical treatments available. And I promise you, that first morning, when you wake up from your first night of real sleep in nobody knows how long, it is an experience you will remember for some time to come. -

No, the client IS NOT the CoH folder. By your definition, if I drop my keybinds.txt into the CoH folder, I have modified the client. If I have my Hero Creator, or HeroStats under the same folder, I have modified the client. This is quite obviously an absurd notion.
The client is the program, and associated files, created by the installer. The folder is little more than a designation as to where to find it. You seem to be implying that if I rename "C:\City Of Heroes" to "C:\Cryptic Nerfed Me", then I have modified the client.
Besides, the map patches, texture mods, sound mods, and such did not modify a single one of these files. They were added. External. The client *chose* to load these over the compressed data. We were using a built-in capability of the client. Now, if we were to unpack the .piggs, change the data, and recompress them, then yes, we would be modifying the game files. Nobody has argued that.
Let me try this in simple terms, for those who still don't get it.
Adding files that you created, in a folder you created, does not modify the client. You have not touched Cryptic's software. -

Maybe people are failing to understand.
If I add, for instance, "Hippie_Dye_Cowboy-El_Vuelo_Del_La_Iguana_Azul.ogg" to a particular folder, and give it the right name, I hear it at times when people whip out a boombox.
THIS CHANGES THE CLIENT IN NO WAY.
All the files that were part of the client are still there. I have not modified, decompiled, extracted, derived from, reproduced, modified, distributed, displayed, or in any other way altered a single file that was part of the client install. And since I obtained the music file legally (it was given to me by one of the band members that I knew), that isn't an issue either.
And as for Spyder's claim that my computer's memory somehow magically becomes part of the "software" when I run the game, I call BS.
Does that mean that if it swaps out to the hard drive, that my hard drive becomes part of the software as well?
What about the textures that are cached in the video card? Is my video card now software?
Finally, to those who say that any modification to games, display, etc are bad, I would like to refer them to the mod support in Dark Age of Camelot: Trials of Atlantis. The devs decided to permit modifications and skinning of the UI, published extensive documentation on exactly how to do it, and continually updated it. Did this make cheats more likely? No. Did it make the game more usable, and enjoyable? YES!
If you are trying to punish cheaters, then nobody will complain. If, however, you decide to punish everybody, on the grounds that a couple of them *might* cheat, expect resistance. Refer to the complaints about the 9,999 influence limit, supposedly to curb sale of influence on eBay. It didn't stop it. It just made it more annoying to the people that had legitimate cause to trade large amounts of influence.
Blocking us from talking about benign mods won't stop cheaters. If they found a way to cheat, I guarantee they wouldn't post it here anyway. So all you are doing is stopping the legitimate modders, and people who are trying to improve their gaming experience.
