Besides, I think they said that Marcus killed Stephan before Stephan drank from the Well, so Stephan would have never gotten his powers. Both War Witch and Ghost Widow were super people before death. -

There's nothing said otherwise. But in all the discussion about the Resistance and whatnot, no mention of Recluse is made (though they do mention Belladona Vetrano as a part of the Resistance, which was Ghost Widow's name before she died). And when we asked what Praetorian Recluse is up to, they told us that Marcus killed Stephan at the Well. Full Stop.

If you want divine wind, I'd recommend Storm Summoning paired with either Energy Blast or Radiation Blast, with the blast set colored gold/white.

Perhaps I wasn't clear. When you reach 24, you respec. If you respec after 24, yes, you start at 1. But when you get to 24 during the respec process, it starts over, just like if you were leveling up.

1. Since when has being dead stopped CoH characters from offering missions? (See: Eden Trial, Kelly Nemmers in Croatoa, and if you look at it from the perspective of 'modern day', all of Cimerora)
2. If being a lead dev means you get a TF, why isn't there a BAB TF? What about Ghost Widow? A pohsyb TF? Castle TF? -

When you first reach 24 on a SoA, you're forced to respec. IIRC, when you perform a normal respec on a SoA, the respec process starts over at 24. But then, I've only respecced on a SoA once, and that was some time ago, so my memory may be faulty.

Hamidon, as we know him, is a gigantic single cell. Unless our Hamidon is capable of turning into something other than a single-celled organism, or the Praetorian Hamidon is something else (which he may be), he can't merge with a host.

There's also the issue that Damage Resistance resists Damage Resistance debuffs, while you need Defense Resistance in order to resist Defense Debuffs. While Defense enhancements also enhance Defense Resistance, the power must have Defense Resistance in the first place, which is only true for powers in Defense-oriented armor sets. It're really easy to debuff someone who's reached 45% def via set bonuses, but someone who has reached 75% resistance via set bonuses will ignore 75% of a resistance debuff. -
Yeah, and I doubt we'll get another Cyborg-themed Super Booster pack. We may get another Technology Super Booster, but we've already got Cyborg.

Kheldians' base HP is tied with Corruptors and SoA, beating Controllers, Defenders, Dominators, and Masterminds outright. They're only a little bit behind Blasters and Stalkers (about 1 hit from your average minion). The Kheldians' HP cap is tied with Scrappers and SoA, and is the second-highest HP cap in the game (only behind Brutes/Tankers).
Of course, this problem is shared by Defenders (unless they're Dark Miasma post-32) and to some extent, Tankers. -

What I think is interesting about fractals is that they're fixed points of iterated function systems. The Sierpinski Triangle is normally rendered as a set of triangles within triangles to form:
But it doesn't really matter what you start with. So long as you do enough iterations, the fractal still looks the same.

Black/White Dwarf is literally incapable of causing "havoc with tankers who are used to herding in a certain way" that wouldn't be caused to a greater degree by an actual second Tank.
