It doesn't mean he is, either. Not every dead person is hanging around as a super hero (or hanging around at all) in the CoH universe. Thousands of heroes died during the First Rikti War, but you don't see them crowding Atlas Park, do you?

Besides, I think they said that Marcus killed Stephan before Stephan drank from the Well, so Stephan would have never gotten his powers. Both War Witch and Ghost Widow were super people before death.

We may have gone there first, but they're the ones that want to actually invade.

    We're Stargate Command, they're the Goa'uld.

Well, Spark Blade and Rose Star don't exist in the game yet (two members of W.I.S.D.O.M., a group of heroes led by Foreshadow, the trainer in the Hollows. Mirror Spirit, the trainer in Faultline, is also a member of W.I.S.D.O.M.). Malaise exists in the game, but he's not a contact of any sort (Malaise is a member of the Vindicators, led by Ms Liberty, though Malaise has switched between being a villain and being a hero on several occasions*).

    * Then again, Foreshadow reincarnates every time he dies, and switches sides when he reincarnates. And he's the Hollows trainer.

There's nothing said otherwise. But in all the discussion about the Resistance and whatnot, no mention of Recluse is made (though they do mention Belladona Vetrano as a part of the Resistance, which was Ghost Widow's name before she died). And when we asked what Praetorian Recluse is up to, they told us that Marcus killed Stephan at the Well. Full Stop.

    Kamikaze

If you want divine wind, I'd recommend Storm Summoning paired with either Energy Blast or Radiation Blast, with the blast set colored gold/white.

Perhaps I wasn't clear. When you reach 24, you respec. If you respec after 24, yes, you start at 1. But when you get to 24 during the respec process, it starts over, just like if you were leveling up.

There is no such rule written into the EULA. The EULA says:
    Quote:
You may not select as your Character Name the name of another person, or a name which violates any third party's trademark right, copyright, or other proprietary right, or which may mislead other players to believe you to be an employee of NC Interactive, or which NC Interactive deems at its sole discretion to be vulgar or otherwise offensive.
... However, that last bit, "deems at its sole discretion to be vulgar or otherwise offensive," covers... well, anything the GM wants it to cover.

  12. 1. Since when has being dead stopped CoH characters from offering missions? (See: Eden Trial, Kelly Nemmers in Croatoa, and if you look at it from the perspective of 'modern day', all of Cimerora)
    2. If being a lead dev means you get a TF, why isn't there a BAB TF? What about Ghost Widow? A pohsyb TF? Castle TF?

I only have one 24+(lvl50) VEAT, but it worked just fine when I respec'd at 24.
When you first reach 24 on a SoA, you're forced to respec. IIRC, when you perform a normal respec on a SoA, the respec process starts over at 24. But then, I've only respecced on a SoA once, and that was some time ago, so my memory may be faulty.

Where fc is a complex function and J(fc) is the Julia set of that function, the Mandelbrot set is the set of all c such that J(fc) is connected.

Hamidon, as we know him, is a gigantic single cell. Unless our Hamidon is capable of turning into something other than a single-celled organism, or the Praetorian Hamidon is something else (which he may be), he can't merge with a host.

If anything, the lower resistance cap (75%) for most ATs would make it LESS overpowered to be able to pump up your resistance -- 75% resistance is not as strong as 45% defense, which you can already get.
Well, for one thing, I can't think of of any build which can reach the resistance cap without using IOs (or a teammate's buff); Granite Armor + Tough on a Tanker will get you there for S/L, but nothing else. It's entirely possible to reach the defense softcap without a single IO at all. Just as proof-of-concept, not an actual build:

There's also the issue that Damage Resistance resists Damage Resistance debuffs, while you need Defense Resistance in order to resist Defense Debuffs. While Defense enhancements also enhance Defense Resistance, the power must have Defense Resistance in the first place, which is only true for powers in Defense-oriented armor sets. It're really easy to debuff someone who's reached 45% def via set bonuses, but someone who has reached 75% resistance via set bonuses will ignore 75% of a resistance debuff.

    Cyborg Pack 2

Yeah, and I doubt we'll get another Cyborg-themed Super Booster pack. We may get another Technology Super Booster, but we've already got Cyborg.

Of course, this problem is shared by Defenders (unless they're Dark Miasma post-32) and to some extent, Tankers.

What I think is interesting about fractals is that they're fixed points of iterated function systems. The Sierpinski Triangle is normally rendered as a set of triangles within triangles to form:
