Actually it takes 38 levels to be uber which is when you get Fulcrum Shift. Yes, Imps are great but the trick is on Flashfire followed by FS + Firecages and Hotfeet (and later Fireball or any other AoE you pick from Epics).
Enough with Fire/Kin talk tho. Kin/Rad got more synergy. Rad DefDebuffs will help you hit Kinetic powers more often. On the other hand, Kin/Elec is great for End drain.
I think Kin/Rad will end up doing better solo thanks to Cosmic Burst. It's just great.
That said, my vote goes for Kin/Rad -
He got tactics and +45% accuracy. Add that to FR's debuffs and I doubt he'll miss Glassier.

I don't think it's worth it to slot Tornado with DefDebuffs. Go with 3Dmg3Rech - it does make a different on AV fights.
As for the rest of your powers slotting, I can't really advise on it. It all depends on what kind of bonuses you want. Imo, you're betting way too much on Accuracy bonuses while you'd be better of getting some EndRecovery goodness.

I've never bothered to test it but Artic Air slotted with Malaise's Illusions (Chance of Psy Dmg), Cacophony (Chance of energy Dmg) and Impeded Swiftness (Chance of Smashing Dmg) should be good fun -

They're both nice to have but also easily skipable. I think you'll be better off debuffing and blasting stuff, than running two extra toggles that will cause you some End issues.

Go /Sonic, /Dark or /Rad. Sonic for great stacked -res, Dark for D3 madness and Rad for Defense debuffage (which Dark/ doesn't cover).
Anyway, if you're dead set on taking Psychic Blast..

Salt Crystals is rubbish, skip it. Stone Prison is good to immobilize AVs or set containment, but you already got Stone Cages. I say go for another power.

Since this is your first trolley, it will take you a while to figure how to use this combo safely. You got the tools to control huge spawns by yourself, but it requires some experience. Hope you give it a try tho, it's an excellent combo and you should have great fun with it.

I don't know a thing about the epics. Quited CoV since the end of I6. I just like the idea of having an extra tool for control. Hold + Stun (screech) might increase your survivability if used correctly.

You might want to start a team from scratch instead of recruiting different level toons. There's always someone up for a Rad superteam.

I'll vote against all those /Rad and /Kin fans (even tho I got one of each). I'd go with Earth/Sonic. It gives you and your girl mez protection, resistance buffs, PbAoE debuff on Sonic side and, on the other hand, excellent crowd control from Earth.
