As things stand, normal = getting the badge without level-based restrictions.
So if you got your suggestion for a level-based restriction you would indeed be requiring people to play the game differently.

Yeah so just noticed that PP's go all immortal again now, so I'm wondering is this intentional? and if the answer is yes.... will regens get a MOG rollback like the PP's as well.

Worlds.com Files Suit Against NCsoft for Patent Infringement
On Christmas Eve, Worlds.com filed a complaint against NCsoft for infringing on its virtual world and MMO patent. Worlds.com, which was one of the early virtual world developers from the '90s, made waves earlier this month when it announced that it had selected an intellectual property firm to defend its two patents related to scaling virtual spaces and enabling users to interact and chat in 3D environments.
Specifically, the suit claims that NCsoft has infringed on patent 7,181,690, "System and Method for Enabling Users to Interact in a Virtual Space" through its games, including City of Heroes, City of Villains, Dungeon Runners, Exteel, Guild Wars, Lineage, Lineage II, and Tablula Rasa.
The complaint seeks to recover damages for the infringement and asks that NCsoft be prevented from infringing on patent 690, which covers scaling. Based on NCsoft's headquarters in Austin as a source of the infringement, the complaint was filed in the Eastern District of Texas, Tyler Division.

So, once again someone's looking to make a fast buck, has a patent on something flaming obvious, and has picked the target they believe least likely to be able to defend itself. Probably end result: another duff patent bites the dust.

Yup, they choose NCsoft because currently NCsoft is rather weak in the financial aspects of everything what with having to can a multi million dollar game because it wasn't coming anywhere near breaking even never mind making a profit and that most of the rest of the honey jar has been tied up in the developement of Aion, dubbed to be NCsofts one and only savior.
Yeah worlds.com are expecting NCsoft to go for a quick and easy out of court settlement but if NCsoft do that then that would mean worlds.com would be open to take any number of companies to court...with a very good chance of winning or worse crippling those companies to the point of closure.
Really scummy thing to do and I already know the rest of the other numerous MMO communities are in uproar over this. -

And my level 22 (or 23) En/En Blaster is currently there getting the Intern Day Job badge. PI is the only place you can get it in CoH since you need to log out inside a Portal Corps building. She isn't bothering anyone, and if there was somewhere else to go, she'd be there, but there isn't.

OK true there is only one way to get the intern badge and that's in portal corp. There's also only one way to get a multitude of other badges in missions, hazard zones,pvp zones and events and that's either meeting the level requirement or waiting for the event to come around,I wouldn't mind waiting until level 40 for the badge it would make it more of an achievement to me. -
I whole heartily agree.
I am sick and tired of constant spamming in peregrines broadcast channel for little level 10's , 20's , etc etc trying to get into farming teams.
It's a level 40 zone,made for level 40's with level 40 mobs and level 40 mission contacts and the stores only sell level 40 and above enhancements.
There isn't even any missions or arcs below level 40 that make you go to peregrine, so whats the point in peregrine being open to all levels if there no game mechanic there for anyone lower than 40?
It would also cut down a lot on the PLers, farmers and alt grinders which can only be a good thing in my book. -

I'd love to see some more original powersets, like the dual blade combo system.
a new villan unlockable archetype...the void stalker...
tintable power auras.
Defender/controller pets finally get a command bar bringing them up to power with MM pets.

Examples.
Zip line / grappling hook, could also be used to pull single enemies from a mob.
Feral bound, you are in touch with the animal within you and can bound on all fours at vastly heightened speed.
Hover disc / hover board, would behave just like fly only it would have animations pertaining to the interaction of the character with the disc/board ,it could also be customised just like the weapon customisation already ingame..including unlockables. -

disabled visual themes ( that means everything from mouse pointer shadows to window animations)
disables desktop composition ( revert your desktop to windows classic view )

The Cimerora arcs came about as a way to help me learn the mission writing tools shortly after I started working on City of Heroes/City of Villains. Joe Morrissey, the Lead Mission Writer, provided the core of the idea for the first hero and villain arcs and asked me to run with it, to step me through the development process. I was given the mandate of no new assets or code for these arcs. We spent some time kicking the idea around. The idea of using Daedalus as a new hero contact came pretty naturally; he's a neat character and would be the kind of guy who'd ask a hero to help him get out of a tough situation. Joe mentioned that Jay Doherty had done up a version of Ghost Widow as a Sibyl, and that was the genesis for a new villain contact, the "Ghost Sibyl."
DEADULUS:
Since Daedalus is the Cimeroran version of Positron and the greatest craftsman of his age, I wanted his second arc to feature some sort of crafting or item creation. So the first act has the hero investigating a threat, the second act sends the hero to create a device to help protect Cimerora from the threat, and the final act lets the hero protect Cimerora while Daedalus employs the device to prevent the threat from reoccurring. In the second mission, the "crafting mission," I delved deeper into our dialog tree system and had a lot of fun writing the Crey Energy Fabricator Mk I. Although it is only a machine, I could hear its voice and get a sense for its personality as I wrote its dialog. I think the sequence there works better than a "get the salvage and go to an invention table" type of crafting mission. -

well i came back and im glad i did however its unplayable for me as i keep crashing i have a dual core 4.2 64 bit cpu with 2 nvidia 8800 gts graphics cards have updated all drivers sound graphics and motherboard even to no avail even tried to roll back drivers to last august for heavens sake and no change i keep crashing out the whole machine just lockes up can any one offer a solution to this problem as it is realy ruining what should be a realy cool time for me adverage game up time today for instance was 8 mins!!!

The issue you are having is the same issue I had a little over a month ago when i upgraded my graphics card to a Geforce 9600GT.
Like you I kept crashing every 5 - 10 minutes with a weird error message (sorry cant remember what the error detailed)
I thought it was something to do with the graphics card seeing that was the only thing that had changed in my rig, so I checked the drivers..rolled them back....checked the card was installed properly etc etc and nothing worked (just like you have done)
I nearly gave up and seriously thought about throwing my old graphics card back in and putting the new one in moth balls heh but I really didn't want to do that because 9600GT's and as stated on the little stickers you get with them they really are the OMGWTFBFGSAUCE
So I did a little searching and found microsoft had a solution in the form of a hotfix.
Now after installing the fix I never crash and every game I own including coh all run at a blistering speed.
Here's an exert from the details of the hotfix:
SYMPTOMS
Consider the following scenario. You are running Windows Vista or Windows Server...
Consider the following scenario. You are running Windows Vista or Windows Server 2008 on a computer that has multi-core processors. A driver on the computer calls the MmProbeAndLockPages routine asynchronously. In this scenario, data corruption may occur.
This problem occurs randomly. It typically occurs when the following conditions are true:
* The computer has some graphics processing devices installed.
* You are running a graphics-intensive application.
When this problem occurs, the system or the application may crash. The actual symptoms vary, depending on the specific drivers that are installed on the computer.
CAUSE
This issue occurs because of a race condition in the Memory Manager. When a driver calls the MmProbeAndLockPages routine, this routine may read some data that is being modified by another thread. Therefore, data corruption occurs. Depending on how the corrupted data is used, the application or the system may crash.

I think i remember the thug bruiser having a shotgun while in testing and soon after that was changed to throw boulder because he seemed to prefer ranged rather than melee
