Gotcha. Curious coincidence, though: the Reagan quote was made at the Rekjavik Summit (11 Oct 1986), about 2 weeks after the release of the first book in the series.

Anyway the first thing I would suggest is to download mids, because not only does that seem to have all the sets this is missing (I don't think it has all the pvp ones yet though) it is the one most people use, so easier to give advice on builds.
The second thing is how do you play/plan on playing your Warshade? Do you want to be human often, use the forms mainly, do you prefer dwarf or nova etc?
Once I know what the build is aiming at becoming I can have a better look.

Thanks for the advice so far. At the moment I'm triforming and shifting between forms as necessary. I like both shifted forms - squid as an aerial gun platform, that lets me shred mobs on open maps or when partnered with a tank, and the lobster as a very effective tank with a big punch or two. Accurate Healing enhs seem to help a lot with those drains, btw.
Yes, snacking on corpses is fun, so I may well get explodeys and will definitely get fluffies to follow me about.
I'm keeping Stamina, partly because of enemy groups that self-destruct (ghosts, demons and others) and won't let me snack on 'em, and partly because some of the lesser powers are, well, meh, mostly from sheer bloody mindedness. But only giving it two slots rather than 3.
One Stealth enhancement in Shadow Step neatly replaced the invis toggle and frankly does a better job of it... -

I actually really like the Fortune one that came with the magic pack.
So I'd want a Wand Of Wonder style random attack that does SOMETHING to your enemy, but you have no idea what when you cast it. Couuuld be good. Couulld be bad. Could just be hysterically funny.
Possible results:
- transform enemy into a small and bewildered penguin (or pumpkin, which is already in-game)
- transform floor under victim into vat of drowning-type custard
- summon 100 feet of rope
- fling pool table/fruitbowl/surprised blue whale at enemy (ok, so Propel does this already, it's still funny)
- ambush victim with 1d6 Swarms till they're covered in bees
- small rubber balls rain down in a 10' area, causing enemies to fall over repeatedly
- Target is Confused
- Summon 3 shadow imps that try and attack anything in the given radius
- Summon Fiend that attacks nearest target (inc. wielder), using sarcasm
- Caster is healed to full strength
- Transform target into another mob from their class, preferably one of the opposite sex (eg: Skuls => Skuls Girlfriend, Carnie => Carnie Strongman) -

Whole new system, with search that generally works pretty damn well, fewer issues with firewalls and post times and all in all shinier all round. Plus a general file cleandown will help the system anyway. Everything looks good from here.
