I don't think I have a handle on how to calculate it but it looks to me that the build in the original post would be 10 seconds or so short of Perma-Dom. I figure that (and again, I may be figuring it wrong) that Mid's doesn't show you the true number on Hasten. It seems to me it shows you the recharge time on Hasten while Hasten is running (when you activate the power in the builder). But it doesn't show the actual down time of the power since you aren't getting the recharge benefit during that time.
So if Hasten is off for 8 seconds according to Mid's, it's really off for 70% longer than that therefore giving a misleading number on Domination's actual recharge.
Does anyone know how to properly calculate the maximum recharge time on Hasten to allow Permadom with at least 2 or 3 seconds of overlap?
Near as I can tell, my Fire/Fire Dom would have to be level 41 before I could achieve actual Permadom. -

They don't shut down for X cycles if they trigger without any targets in range. They don't impose an additional endurance cost, either, or carry recharge or accuracy penalties. Fair enough, that was the wrong word to use there. I'm all for using damage procs just about everywhere they fit. -
Procs in a toggle only have a chance to fire every 10 seconds and do so whether or not there is an enemy in range or not, thus most chances are wasted.
Procs in an attack have a chance every time you fire the attack, and of course, you only do that when you have a target. -

Numina's/Miracle help you all the time. ToE helps when it matters.
It does change Dark Regeneration from the "oh-crap-I-gotta-hit-this-power-again" button to the "restore-full-health-without-consequences" button. Which is kind of a big deal. -

I got my ToE with Merits because they were 200mil+ at the time, so I'd go by price because you will eventually want all of them. (Miracle, Numina, Perf Shifter Proc and TOE Proc). -

Seems like you would want to make something other than a Spine/Dark if Defense was a concern.
I'm not sure how you could slot for that much defense and not gimp most all of your major powers and/or recovery. -
For reference, I went this way for my TFing, Farming, all around, but non-PVP, Scrapper god.

Aside from the issue pointed out above of not stacking your sets for any discernible purpose, there's also the glaring issue of what I could call highly dubious power selections.
Why have Combat Jumping AND Cloak of Darkness? You only need one -immob power, you have stealth in your overslotted super jump as it is, get rid of CoD. Speaking of CJ and slotting, what does a farmer need with a resist teleport IO? Put a -KB in there and call it a day.
I don't see a need in having Cloak of Fear AND Oppressive Gloom but maybe there is an argument in favor that I'm missing. Pick one and get something less redundant.
Where is Build Up? Why would you not have build up? Seriously. -
Spine/Dark/Dark Scrapper, easily. He was great fun on teams before IO's and now that he's tricked out about far as can be, even more so. Damage and stun auras, pbaoe attack, 3 cone attacks (4 if you count Ripper, but that's a very narrow cone), knockdowns and a knockback, recovery and recharge out the wazoo, he's a soloing machine and becomes god-like when teamed with defenders.
I was concerned that I'd get bored when he got too good but now I fear my other toons are just so far below the scrapper that it's barely worth it to log them on.
