The biggest downfall to Oro is thad you become locked into finishing the arc before you can do anything else. If your friends want to throw together a team, you have to abandon your progress or your friends or your character.

Your build does look very good. Extremely sturdy. As always, I can offer the two DA builds I have for ideas. First is my DA/Fire tank and the other is my Claws/DA Brute.
I've since updated the builds that I'm running in game to include the ATOs but I haven't actually posted those versions yet. They both now include the +3% defense PvP IO, which doesn't make them as useful because most people who can't afford that.
MotT is a fantastic boon to my DA tank, but I can't say it's as nice as having all the defense that I have. -

Wait a second, our nukes have a crash? Silly me, I never really noticed.
Seriously, though, I am looking forward to the nuke buff finding its way to my warshade. -
Always take it on brutes and tanks. Best aggro tool available.

I have seen end drain as an effective control mechanic, it just takes a lot of work. The proper way to fix that is not to replace the mechanic, just design it to work better. -

Take the melee attacks. Slot three Acc/Dmg HOs and as many procs as you can.
Take the S/L shield, the two heals, Hasten and Light Form. Slot them up.
Get recharge bonuses where you can fit them, +max HP bonuses where you can't.
Ad lib from there.
Go PvP. -

First, and most obviously, not all form powers match up to Nova/Dwarf powers. Sure, for a PB, it's mostly straightforward, but what about a Warshade? Warshades have Gravitic Emanation and Dark Nova Emanation, but one is a stun and the other an attack. With your scheme, how could I possibly slot it for both like I do now?
Likewise with Black Dwarf. Gravity Well might match up to Dark Dwarf Smite, but where does Strike come from?
Second big problem is that your change would actually weaken Warshades and Peacebringers. Suddenly, PBs lose their third heal power, and can't use Dwarf Flare right before Solar Flare. Warshades lose Double Mire. Peacebringers won't be able to string ranged AoEs of human and Nova continuously.
Third is the fact that a lot of us like having extra powers. If I had to choose to take Incandescant Strike and Solar Flare because I wanted to be able to have an attack chain in Dwarf, it limits my build options. As it stands, I can replace IS and even SF with something I will use, but still have all my Dwarf Attacks. My Warshade doesn't take Dark Detonation, would that mean he couldn't use Dark Nova Detonation? -

Seriously though, before we can even think about 'fixing' kheldians we need to define what the problem is and prove it exists. Smiling Joe did a ton of math comparing warshades to PBs a while ago, and it's helped bring PBs up to par with WS, but now we're talking about putting them on par with everybody.
The thing is, I'm not convinced PBs are not on par. Sure, our damage is kind of low, but our survivability is ridiculously high. How do we prove that our damage is too low for the amount of survivability we can obtain?
