Scrappers have the LEAST number of powersets out of everything. Fewest primaries, multiplied by the fewest secondaries, [snip] means the least amount of options.

Brutes have even less. Hence why I think both Brutes and Scrappers should get lightning melee.
As for new powersets in i7... Heh. Good joke. Lightning melee/armor, maybe as it was spoken of by Positron in CoV's beta as brute sets that were unfinished by the end of beta.
But I personally don't see us getting it. In fact, I don't see us getting much at all beyond CoV stuff, A couple Zones, (one accessible to heroes) and QoL changes... Which I find pretty amazing considering the fact that we aren't getting an 'update' till, what did CuppaJo say most recently? March? Painful wait. I already miss the old days of CoV, where people were so excited.
Any new sets in i7 - We'll see, but don't get your hopes up. Instead, PM Some dev's and see what you get. -

For the love of god, I hope the Shadow Shard TF's are shortened and cut of the 'fetch me a plank' BS missions that they are mostly filled with, and instead just give you the meat of the story like, say, a striga TF, and a natural progression.
Right now the shadow shard TF's follow a looooong and stupid pattern of
1) Quick Mr. Hero! You must go here to find XXX!
2) Hero goes, clears mission. Item isn't what he was looking for.
3) OK mr hero! You were too late, but I have good reports that it is also in this place! Quickly go!
4) Hero goes. Gets item.
5) Hmm, mr. hero, I don't understand any of the crap this thing says! You must go XXX and translate it!
6) Hero wonders if he'll ever outgrow the FedEx part of his job.
Repeat that about five times. Then you've gotten somewhere in a shadow shard TF... if you're still around. -

I'd imagine you'll still get the badge - the person themselves are flagged for badge credit, not their 'status.' -

I would no longer skip Crippling Axe Kick for PvP - A single power that does decent damage, slows, immobilizes, AND has a -fly component is pretty damn useful.

My pessimist agrees.
But
As to whether lightning is actually an 'elemental' is open to debate.
After all, Stalkers already get Energy Melee, and Lightning is pretty much the same damn thing except without Total Focus/Energy Transfer - instead with Hand Clap, slow AoE KaPOWza, and a right hand o' death hold. (Those three powers from the Blaster secondary)
So, since stalkers already get a positive energy melee, and lightning is the same, Scraps are the only ones left out - Add to that the fact that lightning is simply not as powerful as energy and it becomes more of a possibility.
I'd love it and consider it incredibly fun if Tankers, Brutes, AND Scrappers got the electric melee/armor sets.
But fun and the dev's aren't often on the same page. Hope they prove me wrong. -

Here's the info on the shield set as best as I can remember.
Tankers and Scrappers will get them.
They are, literally, shields. Like Captain America's shield.
They will have two seperate sets - one for shield offense, one for shield defense.
I am almost 100% positive of that information as well.
As to that - Screw shields! Gimme lightning melee/Armor for my damn scrapper! -

Anyway this is one of those powers that needs to be totally rewritten. Why phase? What it should do, is be a targeted AoE/Slow/DoT. Intangibility? What a joke. -

I've seen a lot of posts from you about how you want us to play the game.
You really, really, want to think carefully about forcing the players to your vision.
This game was a wild success with how it played, even if it wasn't precisely what you wanted. I've seen a few games (Anarchy Online for instance) where the players weren't playing it to the developers vision, so "changes" were made that actually made the game less fun (part of the reason I'm here and not there any more).
The path you're currently going down: nerfing everyone or buffing mobs until we're firmly in your "kill 3 whites", travel as a group to the contact/mission is pretty scary. I don't think that game would be as much FUN as the one I got at release.
It might be better to set ego aside, look at how your players WANT to play the game (not at how YOU want them to play it), and build content/design around that.
Well, just my .02, I'd hate to see what happened to AO happen to CoH.

At least in Cap Au Diable, all it is is - You do a mission, it takes you into a boat with longbow and presents. You go through, grab the presents, Kill longbow (optional) and you get rewarded.
And you're done.
The costume part is a stocking cap. Not a santa hat. a stocking cap. Like This. -
