I believe that the first time you talk to the City Rep/Kalinda after hitting lvl 20, you'll always get the cape mission arc, and always have. Even before, I seem to recall getting it if I waited until after lvl 30 to talk to them.
The only difference now is the missions have changed up a bit, subsequent to game lore events. And they're still reasonably easy enough to do, and don't really take that long. -
Not a good idea, IMO. Taste in costumes is totally subjective. Some costume contest hosts will pick the scantily clad female, others will always pick the darky-darkest of black costumes with black highlights, while others prefer something in clown colors.
If you wish to run a cc, then just do it. But don't try to escalate it into some game-wide badge/reward event. That would be a bad thing, IMO. -
You can make her miss by having enough purples. What I've found works with that many melee characters is to have one main taunt tank that does just that and uses a few ranged attacks and stays back at range. She'll chase that tank around, trying to get into melee, but you can keep backing off, taunting, and using a few range attacks as fillers.
With her concentrating on that one, the other melee characters can do their thing, and she won't use the heal, since she's trying to get to the taunt tank.
If that breaks down, you can also have what melee characters have several range attacks stay back and uses those, and only keep one or two in close. Those doing the range can get in some "run by" attacks in on her...you just don't want them stopping in melee range in case she does her heal.
That's just a couple things teams I've been on have done successfully. -
I have a Dell XPS M1710 that I've played on for a few years now, and it runs everything quite well. I'm doubtful that I'll be able to run Ultra cool mode fully, though, and laptops are tough to upgrade comparatively.
You'll want to make sure you're getting the best vid card you can, and you'll want a cooling pad for it - these systems will run pretty hot with all that stuff crammed in a laptop.
You might also check out this site and see how theirs compare. You should also hit up NewEgg and check what they have there and see if some of the high end laptops there will meet the mark. -

Now you're limited to small groups in a small section.
After the revamp from the "old" Faultline, they only appeared at night and it could take you several "nights" to get that one mission done. With the recent reworking of things, the Vahz are a lot more likely to be found, including a few in the daytime that I've found, normally in the underground parking garage. So they are now relatively easy to get. -
