Last I knew The Etolie Islands were kind of midway between Bermuda and Rhode Island. Far enough to be separate from the US but close enough that travel to and from wouldn't be overly long or tedious.
-
So we launch attacks on them simply because they exist and have goals that are different from things we want?

Quote:Along this line I'm still waiting for Ms Liberty to be arrested for environmental pollution. If you go to Oil Spill in Port Oakes, there's a tanker that was split in half at the surface of the water. ON that tanker is an explore badge explaining how it was ms Lib that split the tanker while apprehending a criminal.
If Longbow are going to get hounded by apparently breaking international law that they may or may not have broken and the action on which is likely subject to international committee, then why don't heroes get hounded for continuously raiding legitimate businesses without probable cause?
Heck since it's the Oil Spill that's causing the hostility between the Coralax and Port Oakes, you can also show Ms Lib's actions as destabilizing an entire area.
EDIT: Apologies for the double posting, but these are two separate replies and I didn't think about combining them -
I think the op means it shows up in the costume creator but is locked from access.

The only Canon example of the first aggression I can think of is an old Paragon Times article(and geez typing that makes me mss Arctic _Sun) celebrating the victory Statesman achieved in his attack on the Etolie Islands on October 27,2005.
Found the article on wiki.
here's a particular quote I didn't even know about all these years.
Quote:We have shown them that the heroic men and women of Paragon City will not sit idly by and wait for the vile assassins of Arachnos to attack first.
Note that COV and Issue 6 launched on October 31,2005 so the original Villain tutorial can be said to have taken place after Statesman's attack. -
I actually think that's part of the problem with Longbow. They were always put in as the good guys in several places where they shouldn't have been, largely due to limitations in available groups at the time.
Basically anywhere you needed a Hero Group Longbow was put in to fit that role despite them not being relevant to the given storyline.
Like the aforementioned Radio Mission, it really should be PPD there, not Longbow but because the PPD revamp didn't come around until I7 they're not where they should be.
I think there's a couple of instances where Legacy Chain should be the main group defending from the villains, but for some inexplicable reason we have Longbow instead. And it's situations like these that make people hate longbow even more. -
As the proud owner of a 5 color Sliver deck I applaud your number 7.
One thing I would do...
OH YOU LIKE DPS....TOO BAD
Basically an enemy that would be low resistance, low defense, moderately high HP and a crap ton of Regen. Naturally it would be immune to -regen effects and any -res applied to it would only serve to buff it's regen.
The idea is that you would need strong burst damage, or team coordination to bring it down instead of just spaming attacks and debuffs. -
Except that Paragon's Laws support Heroes to some extent.
And doesn't the Manti TF start off as a bit of Cloak and Dagger?
Oddly Manti's group Wyvern actually go about their business in the Isles appropriately, whereas Longbow blatantly grabs for power. -
Longbow's problem is that they think they are above the laws because they are pursuing "Villains"
-
So 2X Ice Mistral for June then.
Yay!!! I love the diverse SF's on the Redside of the game, don't you? -
so the Destruction of TVTropes saved your life?
-
it'll be posted eventually.
You can also use the LFG queue to see what the current WST is. It will be highlighted with purple.
I'm also going to take a wild guess that
Week of May 7 Numina/Ice Mistral
Week of May 21 Woodsman/Ice Mistral
I will also be very angry if this guess is somewhat accurate. -

Quote:Longbow are pretty much loose cannon vigilantes. They're intent is good, but they definitely take it into villain category. TBH, Wyvern's at least as bad. Just less prolific.
Yeah but Wyvern is honest about being mercenary, they also try to be secretive about their operations in the Rogue Isles.
Back when CoV started ,Longbow was presented as the good guys but that was in presentation only. They were always on the edge of things and their presence in every area of the Isles except Nerva was always highly illegal.
Perhaps the most damning thing against Longbow is in the Villain side Clone arc. During one mission your character is fighting Ajax with the aid of your clones on Nerva. Throughout the mission are various Longbow groups and several Civilians that comment about how much they hate Longbow and wish Arachnos would come in and force Longbow out.
NERVA CIVILIANS WOULD PREFER ARACHNOS OVER LONGBOW.
How Longbow can be held up as this pinancle of heroism still eludes me. -
Just to add a couple more, though they might not be as big a priority as some other sets.
Gravity Control: Yes, even with the recent changes the set still has problems. Dimension Shift while better is still highly situational. The set also lacks good AoE control options before Wormhole.
Martial Arts: This is specifically in regards to Stalkers, but the other versions could probably use some boosting as well. I would like to see Storm Kick become a Cone similar to Shadow Maul. I think this would be a good boost to the sets potential and would make it more appealing compared to sets that can match it's St while having better AoE than MA does. -
WOW.
I've long been thinking about upgrading my cable to a package that includes G4. But With Sessler gone X-Play will be less relevant and Ninja Warrior isn't good enough or on enough to justify getting the channel.
Oh well. -
Quote:PPM is still PPM, however the PPM system accounts for the base recharge of the power it's slotted in and can force triggers given certain conditions.Help me out here, because I just came back to the game after about three months off andI'm still trying to catch up. When I saw "Procs per Minute" I immediately thought "oh... they decoupled procs from the attack rate of a power?"
Now I see all this talk of base recharge and current recharge. Is PPM not really PPM right now? To me, if I see something that says "4 procs per minute" that says to me that it can only proc four times per minute max regardless of recharge rate. Is that not how it is now? Or is that how it is GOING to be after this next change? Or none of the above?
a 4PPM item will always trigger when a power with a base 15 sec recharge is used.
60/4 = 15 this resulted in 100% Proc rates, but limited to 4 times a minute.
The 100% thing is being changed.
Stalekrs are upset, because the HIDDEN PROC in AS made us incredibly awesome, so much so that people asked the devs repeatedly if this was how it was supposed to work and being repeatedly told Yes it's WAI. Confident with the knowledge that this was WAI people based builds and attack chains of fof this. Now all of asudden it's not WAI. -
Quote:I think you're right that they are not routinely slotted for damage, but I think that's more because it's more beneficial to slot for the other things those powers can do.While technically true, I am not sure that it is pragmatically acceptable to call Dark Consumption and Soul Drain attacks. Are they routinely slotted for damage?
now granted I haven't played DM in a long time, but I always thought those two powers had fairly decent damage but it was more important to slot for other things. Of course this was pre inventions, so if my reasoning was correct than it should be more so now. -

Quote:Let's take a look at the recent revamps & new zones:
Heroes- *Atlas Park (revamp)
*Dark Astoria (revamp)
Praetoria- *First Ward (new zone)
*Night Ward (new zone)
Villains- * ???
* ???
Exactly. The total: 3 co-op zones & 1 Hero exclusive zone revamp. After 3 co-op zones & nearly 5 years without a new villain exclusive zone, redside deserves a revamp.
New players can and do play low level villains. I still stand behind Port Oakes getting a revamp.
Mercy received a revamp at the same time as Atlas.
Not saying I don't agree with your point but don't ignore the things Redside has gotten. - *Atlas Park (revamp)
-
To me it doesn't matter which zone gets revamped, but if it's a Paragon City zone that doesn't lend itself to CO-OP like Kings Row or Brickstown, please please please set aside some time to include a Villain SF relating to the new zone.

Looks like there setting up to end the Matrix storyline quicker than I thought they would be based on the preview for next week.
