A partial solution to this, in my opinion, is to remove AE buildings from lowbie zones. This eliminate most of the farm spam in broadcast, this will allow the newbies to enter the game in the traditional way, doing official content and getting real teams.

I don't know how effective that will be, because I well remember the days when PI was full of <10s.
Last night my level 44 was in PI for a bit. I was literally the only person in the zone. Since Atlas has more than enough people in it by default, i am wondering if we really perhaps do NOT need MA buildings in Atlas, KR, Galaxy and Steel. If the "entitled" want to PL, let's make them travel a bit to do it, like they had to do back in the day.
Leave the lowbies in Atlas, upper-level people return to upper-level zones. I think its an idea at least worth trying.

I have a solution, keep the AE building in lowbie zones, but surround them with lvl 50 Night Widows and Rikti drones that patrol the perimeter. If you can get past them and enter the AE building at level 2, then you have earned the right to PL in my opinion. -

...or do natural selection a favor and through yourself in front of a train...

Quite an impressive collection of words. However, I'd suggest that, prior to your next major speech, you double-check your thesaurus for tampering - as "through" is not a synonym for "throw".
Further, I feel obligated to remind you that some of us are quite solidly armored (or otherwise protected) - to the point that standing in front of a speeding train would represent at most a mild inconvenience.
Now, if you only seek to recruit those weak enough to be controlled by base physical threats or confused by complex concepts - then, perhaps, you may be on the right track.

I admit, although my somewhat lax proofreading lead to a diminutive semantic lapse, the whole of my loquacious diatribe is rather intact. Also, although I definitely detect the inherent sarcasm of your counterpoint, your application of the literal to my obviously metaphorical statement is rather bland. I could (and would have preferred to) have said to throw oneself into a black hole or a disintegration apparatus to aid natural selection, but at that point, though I would have covered most of the contingencies, I would have lost the poetic force of my verbal assault.
I maintain the gravity of my aforementioned ultimatum.

((This post is the set-up for a new RP/recruitment thread for a RP heavy VG, the Supreme Society. I'll post more details when things get going a bit.))
*Rumors are spreading among particular secretive channels that someone calling himself Agonus is putting out a call for new blood to join his group, the Supreme Society, as well as a gathering of younger "citizens" the Society works with nicknamed the Teen Tyrants. Interested persons are to keep an eye on the abandoned labs in Port Oakes for further instructions.
There's not much concrete information out there on Agonus. Arachnos records show that he came to the Rogue Isles for the first time on a private flight from Libya in October of 2008. He is known to wear full body armor, though no one knows what he looks like underneath his mask.
As for the Supreme Society, word is that they openly flaunt their ultimate goal of world domination, but they haven't done enough just yet to draw more attention than they can handle. There's a building in Cap Au Diable believed to be their major base of operations, and there's talk of all kinds of high tech patents, arms dealing, and weapons manufacturing connected to the organization. A couple of big names in the villain community with maximum threat levels have also been allied with the Society for some time now, though they're supposed to be looking for new members of all threat levels and origins.
Some months ago, the Teen Tyrants, depending on the age of the person you talk to, were either started as a training grounds for younger malcontents, or started by a teenaged gang out to prove themselves.*

You, my insufferable wretch of a peasant, embody everything I despise in this world. You are a mindless puppet of a society already overflowing with the irrational drivel imposed by the dominant hegemony! You are an incompetent, ineffectual, torpid, insipid, vacuous, blight upon the cosmos, you drooling, simpering sycophantic slave of fatuity!
Now for those whose net worth of intelligence does not rival a denizen of Protozoa, I, Count Logan vonDrake state to all those perusing this document, that it would behoove you to either join the ranks of the Supreme Society, or do natural selection a favor and throw yourself in front of a train. We of the Society will establish our dominion over the planet without your assistance or with it, the state you find yourself in is the variable. You will either rise with the tide of our indomitable will, or be crushed beneath it.
Farewell peasants. -

Blizzard gets enough press without you pushing it HERE -
Not sure if this has been mentioned yet, but I'm going to submit my two cents on this matter.
The current theory about this as I understand it is that this is a timeline "where you don't exist." although this theory is a good one, it does have a couple of holes I want to point out.
First, this new paper mentions that Recluse failed to take over Grandville, which is an event that happens way before "you" as a character are involved in the story. Something else has been done to the timeline. Also, villainside, "you" as a player, have virtually nothing to do with the zig raid's success. So while this does seem to be a timeline where "you" have been taken out of the equation, the cause Itself seems to be further up on the chain.
I could be over-analysing, but this is what I think. -
I have 2 reasons for posting. The first is to say great idea Ultimus! Just the other day I was thinking that I would at least like to change the color on my energy blast. But you have taken this to a whole new exciting level.
The second reason I am posting here today is that I also have an idea that I am trying to get support for. It's fairly new, but the feedback so far has been positive. So far I am having a little trouble keeping the topic alive. So what I am asking is for any of you guys to look at my "New story arc idea" and see what you think. I'm not asking for any particular response, just that you guys would look at it and give me some feedback if you like it.
I don't wanna waste any more space self-promoting, good luck on your sig-powers!
