There has to be something wrong with your build if you couldn't fit in those powers. They are like the only reasons to go /mm, you might as well be /fire if you didn't take those powers. You may want to start a new thread and post your build to get some suggestions.

You want 41. If you are at 40 or so and the kb io gets you over the top slot a kb io. If you are over 41 already put in an end red. You do not need to slot a kb io in acro on any build to get 41.

Pain dom is insanely hard to kill, but anguishing cry offers little to help put you over the top while solo.

Sounds like a spine stalker would work best for what you are looking for. Either regin or wp with sharkz for a patron. The psi/mm would do fine in zone play and casual arena. All regin scrappers are workable, the ss wp with phase could be a decent taunt bot if speced for max hp.
Just to touch on your issues with kiting. If you plan on spending real amount of time pvping in this game its in your best interest to get past this issue. It will end up causing you enormous amounts of frustration if you don't learn to use all the tools available to you. Especially if most others are using them. It puts you at a disadvantage without ever taken sets/builds/skill into account. -
Yeah, drop shout for screech. Sharks is your real tier 3 blast on a corr. The more +rech is actually sound advice, try to get at least 50+ in there. The third recharge in he isn't adding that much if you need to steal a slot to something else. With dr in place I would switch the tohit piece in aim to the bu proc, it might not fire often but when it does it will give more returns than the tohit piece is. I 2 slot hiber with efficacy for the +hp bonus.
Total off topic, seeing true dark say someone gives bad advice and is bad in general is epic lulz. I now soul touch gets ragged on alot(and ask for it alot) their advice is still a million times better than td's. Do us a favor man, cancel the second account to and concentrate on your masters in being bad. -

Better. And even though is seems like the damage is better slotted out to the ed cap hitting the high 80s plus a proc or 2 is actually much better damage.

Integration covers all kb now. Drop the kb ios and find some +damage bonuses. Move your kismet to hide.

Needs more damage procs and alot more +hp. Even fully accoladed you will find it tough surviving with that little hp.

All except the elec dark corr is 50, and they are all ioed. The ice/fire blaster and mind ff are my original toons and have tons of back story and time played on them. Some of the others have lots of time but no back story, almost all are pvp speced any more. -
