Also, with the appropriate powers in i19 on a Elec/Elec dom, you can permaHasten, permaDom, and softcap Smashing/Lethal Defense.
Edit: Added i19 as that's how I've got it built in Mids and needs a small respec for next issue. -

I've also got an Elec/Elec Dominator, but I respec'd out o' Jolting Chain due to it's ineffectiveness with my playstyle, much as you commented on yourself.
From the Primary, I took everythin' but Electric Fence, Jolting Chain, and Gremlins.
From the Secondary, I took everythin' but Zapp, Static Discharge, and Voltaic Sentinel. -

Unless the mods have changed it recently.. CU is an OPEN channel, no mod needed. The 'inactive settings' have not been set and thusly a mod can not invite you due to 'channel being full' .. just keep trying to rejoin, eventually you will get in.
