Effectiveness of Call of the Sandman:Chance to heal in Static Field?

that sucks, I already slotted it thinking differently since it pulses.

The title says it all. How effective is Call of the Sandman: Chance to heal self when its slotted in Static Field? Does it have a chance to proc based on the number of hits in the initial cast or does it work for the duration of the field? If it lasts for the duration of the field, does it check for a proc on all sleeping targets?
