I'd start off with one and go from there. The forums aren't exactly a large cross-section o' the playerbase, honestly. I'm not sayin' that you're right or wrong, but I wouldn't go droppin' substantial money and then find out that it's not what you expected.

I can only offer my opinion, which would consist o' the followin': I'm not overly fond o' Masterminds, unless maybe they were */Pain (for Hami Raids and buffin' the Hami Taunter). This has more to do with my outlook in that I prefer to do somethin' myself versus havin' somethin' or someone do it for me, such as summonable Pets, would would also include Illusion/*.
Additionally, you mentioned Storm Summoning in your OP. Stormies have a bad reputation mostly due to their uninhibited Knockback, and generally rightfully so, but I've seen a few recently that may change my opinion on it.
So, in other words, I probably wouldn't roll either myself, but if I had to I would likely settle on the Illusion/Storm Controller. -

Welcome back to the game/server.
Nothin' is really needed, but it couldn't hurt to have:
Emp/Pain for Hamidon Raids (three times a week).
Bubblers for Mothership Raids (at least once a week, on Thursday).
Tanks for Tanker Tuesday, and Hami Raids.
Colds or Mind/Psi perma-doms for about everythin' else.
Some kind o' corruptor since Silas will probably say to. -

There's really only one thing I'd like to comment on regardin' the OP, and that's the 'log in at any time and do something' inquiry. As with any low- to mid-population server, there are peak and non-peak times. Mornin' to early afternoon aren't the greatest as people do have school/work/obligations, which some people tend to forget. Mid-afternoon through the evenin' are fine, though.
Oh, and just because we're lesser population doesn't mean we're elitist. I just tend to view it as quality over quantity. -

Rares and Very Rares are visible in the Incarnate Abilities interface, along with a Breakdown option to convert Components into Shards.
Also, Ninja Run has a new power graphic. -
Ice Ember and Rhea are both still around last I checked, and Rhea was at least still in Order of the Bloodpack.

Shadow Shard. There's literally no other zone like it and its got a great, and under-appreciated, story.
