Little Typo: Resist Elements resists Fire/Cold AND Toxic.
But that was a fantasic tactics section. My DM/Invul and Inv/Fire agree. -

For a permadom build (I think I finally found one I won't cry over) I will keep Psychic Scream for its targetted AoE so I can slot Positron's Blast into it (7.5 recharge at 5 slots.)

Psuedo-Pets copy the buffs the caster had before they activate. So it should get the buff.
I don't have an Arch/Dev though. -

In a recent Blaster Thread someone sat down and did the math. I'm copying his Archery results. The value for Ranged Shot is probably wrong though, because with Ranged -> Blazing, Blazing hits HARD. Way harder than 10%. I think.

Yeah, the Snipe is a huge bonus. Around 31% if I remember right. I'll dig a little for it.

My Arch/Eng continues building a shrine to Ranged -> Blazing Arrow. With Build Up that 1-2 punch dropped Lts. VERY useful when sweeping Dark Astoria. And the Defiance boost made Ranged even sweeter.
My Kin/Arch is having a blast simply jousting around the place. Performing a Siphon-Sped + Inertial Reduced jump and queuing Blazing Arrow is just great. I won't get much use out the snipe, although I'm not surprised. -

My first TA toon a long time ago was a TA/Elec. The plan was to make da ultimate sapper with Short Circuit + EMP Arrow yelling NO BLUE FOR YOU! And the 3 Holds (Tesla Cage, Ice Arrow + EMP) would make me Controllerish enough. My problem was /Elec's low damage.
I rerolled him into a TA/Sonic. Acid + 3 Sonic Blasts let me drop minions, and I can stack Ice Arrows pretty easily. I just hit level 26 and got OSA, w00t! Howl is great for igniting the patch and slapping my foes.
I also have an Ill/TA Controller at 28. Peanut Butter and Jelly, it's the perfect pair. Glue Arrow nicely replaces an AoE immob, and Ice Arrow lets me hold bosses quickly. And my Phantom Army loves Acid + Disrupt Arrow. Since Illusion's pets have ranged attacks OSA shouldn't be much of a problem.
There's also my Bots/TA Mastermind at 9. Um, I think I have an addiction with Trick Arrow... -

Mini updates:
1) Psi Dart has a reduced endurance cost now.
2) Jack Frost charges into melee now. He's more likely to die vs AVs, but otherwise he will soak aggro and kill things quick, 2 points I loooove. -

I'm with a Dom-heavy VG. We just permahold the vines and get it over with.
I have also done this with my Brute at the lead, backing up several Doms. I take the alpha, they hold. Fun fun fun! -
Vanguard seem to chew up all melee ATs with stacking -def and -res attacks. MoG probably gives you such a high amount of both that the debuffs aren't making a dent.
