No, that statement is not true in and of itself. You CAN have Controllers and Masterminds unlocked automatically, but that is not the default for Premium accounts.
Once you have achieved 13 Paragon Reward Tokens (which is 27 months of past subscription, or 12 months going forward, or some combination thereof), you will gain access to them automatically even if you are not subscribed. Note that this is a reward for EARNING, not spending, that many tokens.
Without subscribing, your options are: purchase the ATs from the store for a one-time fee, or earn bonus Reward Tokens through purchasing Paragon Points to use in the store at a rate of 1 bonus token per 1200 PP ($15 US) purchased. -
Happy anniversary, 2short! I'd highly recommend spending the evening with the missus, though, if you want to make it another 10.

But it doesn't work with online retailers because of the lack of face-to-face contact. You can't complain to Amazon that the book you bought last week was discounted. (Well, you can, but it won't get you anywhere.) -

Well, at least this solves me the effort of having to figure out how to get to NY and find lodging to attend the Meet & Greet... but that's effort I was perfectly willing to go through, cuz you guys are worth it.

Unless they're cycling more than once a week, in which case some notification would be nice, devs, I'm not sure what to think. Maybe there's some kind of buffer overflow in the bundles section, which is causing some confusion about whether to show Mutant or Martial Arts...?

The Origins Pack replaces "costume pieces" with something like "5 origin-themed capes."
But it is noted in the store now.
