Otherwise, I'm really happy with this.
And before we get the Post-Apocalyptic costume set, we know we'll be getting a couple others... Cyberpunk and one other that was mentioned at the last Pummit BEFORE the create-a-costume panel. (For some reason, I want to say it was related to pirates, but can't remember off the top of my head.)

They might find success in such a system if they made goal-based PVP and candy-coated it as "metahuman sporting events" or something akin to the action films for the Blockbuster Summer Event, but I highly doubt it will find popularity in a regular deathmatch-style PVP setting. -

I believe the poster in question is referring to the Global Server (List) Merge--when the EU servers were moved onto the same server listing as the US servers.
Part of this process involved EU players losing their original global names because they were already in use by players on the US servers, with no regard whatsoever to who happened to have that global the longest. (I.e., if someone were using the global name @Magic Man on the EU servers since they first became available, but someone else chose to use it on the US servers the day before the merger, the US player would still be favored over the EU player.) -
I believe this is what they said would happen if cross server teaming ever came to pass. Each server would still retain its own list of unique names, but I'd show up as something like "[Victory] Chad Gulzow-Man" if I joined a team elsewhere.

What this means is that procs will go off more consistently in single-target powers, but the intent is that you shouldn't notice them going off LESS in AoE powers or those with short recharge times. -

I will admit that when PVP zones were packed, it could be a passable experience--not exactly preferable to anything else in the game, but not un-fun either. Largely, once the "new shiny" craze had died down, though, PVP zones degenerated into one or two full teams hunting down solo badge hunters that wandered in unprepared. And the hardcore PVPers' callous reception of those who stumbled into their domain did little to bridge the gap for those who may have otherwise developed an interest in such competition. -
