    I don't think that's the case. Tyrant definitely had Regeneration Debuff Resistance added during the beta after the first RHW group cleaned his clock with laughable speed, but he's not supposed to be immune to the debuff altogether.

    I think I heard he ignores 75% of every -Regen debuff applied to him, but that wasn't from a redname, so I'm note sure how factual that is.

    Yeah, it took a while, but understand that they weren't just sitting on their thumbs. It was part of a production schedule in which all the costume bundles we got previously came first.

    And before we get the Post-Apocalyptic costume set, we know we'll be getting a couple others... Cyberpunk and one other that was mentioned at the last Pummit BEFORE the create-a-costume panel. (For some reason, I want to say it was related to pirates, but can't remember off the top of my head.)

    Set up your home PC so you can remote in from work. The connection won't be good enough to play the game at any sort of quality, but if all you want to do is check out new costume options, you should be fine.

    Though I agree... it'd be pretty awesome if they implemented an out-of-game store front as well. If I'm not mistaken, the in-game store is effectively displaying a webpage anyway.

    (I'd also really like a stand-alone costume creator like the Korean version of the game, City of Hero, got as well.)

    I have to admit, PVP would be a lot more attractive if everyone had to choose from the same developer-approved templates in order to compete. This is effectively what the team behind Team Fortress did... you get a choice of 5 distinct playing experiences that are specifically balanced against one another (and the ability to swap classes to compensate for your team's weaknesses).

    But at the same time, doing so would cut out City of Heroes' heart and soul--the ability to customize your characters however you see fit. They might find success in such a system if they made goal-based PVP and candy-coated it as "metahuman sporting events" or something akin to the action films for the Blockbuster Summer Event, but I highly doubt it will find popularity in a regular deathmatch-style PVP setting.

    I believe the poster in question is referring to the Global Server (List) Merge--when the EU servers were moved onto the same server listing as the US servers.

    Part of this process involved EU players losing their original global names because they were already in use by players on the US servers, with no regard whatsoever to who happened to have that global the longest. (I.e., if someone were using the global name @Magic Man on the EU servers since they first became available, but someone else chose to use it on the US servers the day before the merger, the US player would still be favored over the EU player.)

    I believe this is what they said would happen if cross server teaming ever came to pass. Each server would still retain its own list of unique names, but I'd show up as something like "[Victory] Chad Gulzow-Man" if I joined a team elsewhere.

    Generally one would assume so... though the store-bought procs are using a new formula that favors single target powers with long recharge times. (All procs will be updated to do the same in Issue 24.)
    What this means is that procs will go off more consistently in single-target powers, but the intent is that you shouldn't notice them going off LESS in AoE powers or those with short recharge times.

    I think that had more to do with the fact that zone PVP was completely new and subscriptions were at an all-time high for the months around Issue 6/City of Villains' release. (FYI, PVP zones were released in i6, so it couldn't have been i5). It died down quite a bit after about January/February 2007, then flared up for a few more months when Issue 7 brought the Recluse's Victory zone.

    I will admit that when PVP zones were packed, it could be a passable experience--not exactly preferable to anything else in the game, but not un-fun either. Largely, once the "new shiny" craze had died down, though, PVP zones degenerated into one or two full teams hunting down solo badge hunters that wandered in unprepared. And the hardcore PVPers' callous reception of those who stumbled into their domain did little to bridge the gap for those who may have otherwise developed an interest in such competition.

    This. If I want to battle other players, I'll do it in a game where I don't have to grind or beg for loot to be competitive and can generally be assured that the only difference between opponents is skill. On the rare case that I need to scratch a PVP itch, I fire up Team Fortress.

    But generally, I'd rather play cooperatively than competitively. I got big into competition gaming back in college and my grades suffered pretty badly for a couple semesters because of it... that pretty much killed any taste I had for PVP.

    I may be wrong, but I think that post was made before they changed Hybrid from an "always available, high end-cost" toggle to a "2 minute, no end cost" toggle. The design for the power changed a lot from the initial representation.

    Really, we'd need a redname to clarify to be 100% sure, but I think the post you quoted is no longer applicable.
