While it's perfectly acceptable for a name, it means effectively "turtle earth," not "divine earth."
The root word you're looking for is "kami," as in "kamikaze -- divine wind." -

I'm actually not against P_P's idea, especially since it gives an out for those who are out of their home country in active military service.
Though, I would propose to make it purge names from accounts that were unpaid (rather than inactive, since people do pop in for the increasingly-frequent "Free Activation Weekends") for more than a year, rather than 6 months. -
I haven't checked on this in particular, as I've never specifically needed to do so for any missions I've created... but couldn't you just populate the mission with boss mobs and patrols set to be allies?
I'm pretty sure that's how Dr. Aeon did it in the first mission of the "Very Special MA Arc" for HeroCon. -
Did they finally reduce the PVP Rep timer as well, or is that still stuck at 10 min?

Secondly, though I've never read the books or whatever other lore described the events for myself, I've seen people all over these boards say that Stephan Richter died after consuming the water from the Well of Furies in Praetoria (some people say he just didn't survive the transformation into a superhero, others say that Marcus Cole killed him). It's certainly possible that the man who became Lord Recluse on Paragon Earth is still alive and kicking in Praetoria, but if he is, I wouldn't bank on him being a figure of great power.
Finally, an admin can't really confirm or deny much about story arc, as an admin's job is just to maintain order on the messageboards. What you really want is a developer to come comment on the subject, but they're being pretty hush-hush about any details under the macro level; that is to say, they're allowed (by NCSoft's marketing department) to tell us some of what's going into the expansion, but not any exact details or how it's going to work.
And just as a final tidbit, they told us not to expect that everybody is going to be switching sides. Some characters are inherently good no matter what dimension they're from, and others are inherently evil. While it's feasible that Praetorian Scirroco could (and probably would) be a good guy, I don't see Cap'n Mako as being anything but a crazed, evil fish monster... or possibly an hors d'œuvre on the Tyrant's banquet table. -
I believe the PVP recipe drop rate is equivalent to the chances of a minion dropping a rare (orange) recipe. I can't recall off the top of my head the chance of that, though... 1 in 500 sounds about right, but I'm sure someone will be along shortly to correct me.

Hulk puns are great. I have an Ice/Energy Tank named the Depressable Sulk. Had a Stone Tank named the Incontinent Bulk, but my friends in the SG refused to be seen with me, so I deleted him...

You might thinking of the burning laboratory that was recently added in, from the CoV Crey-meets-Baphomet arc. -
They only drop when you defeat another player, and they're very, very rare.

Just to tick of the l33t haters, many moons ago I made a Freakshow-themed SS/Inv Brute named "B1zZ3rK" (that's B-one-Z-Z-three-R-K). That was the name I picked out before I even booted up the computer. His bio states that he was an early test subject for the Tank Smasher conversion after losing most of his limbs in a battle with a berserk claw scrapper named "Wulfereen05."
On the other hand, I recently made yet another Freakshow-themed Elec/Shield Brute with the intention of naming him "Statix." The name was unsurprisingly taken. I toyed with the idea of calling him some variation, like "Static-X" or "Statickz" or even "Stat1x"...
Then I said screw it, his name is "Snap Crackle PUNCH!" And so it is.
Now I can make ridiculous breakfast cereal references while smacking people around, like his battlecry, "I stay crunchy in milk, sucka!!!" and the ever-popular "Two scoops of knuckles in every FIST!" -

If you don't purchase the booster pack yourself, you can play arcs that use those costume pieces, but you can't create one using them. -

Nothing specifically says he's a villain. His background and the Wiki information states that he's worked all over the world with both heroes and villains and is currently operating out of the Rogue Isles. In my arc he talks briefly about how he left the Rogue Isles because Dr. Aeon was trying to steal his research (the first mission requires you to go back and steal a briefcase from his old lab), so he can continue his experiments in his new Paragon City lab (under the Phalanx's watchful eyes).
The arc has generally gotten good feedback for it being my first attempt, published the day Issue 14 went live. The most common complaint I've gotten was, "This is stupid, why would my hero be doing a job for Dr. Brainstorm, he's a freakin' villain!"
In a perfect world, the way I originally planned the arc (back in November 2007, it was intended to be a TF with 13 missions--aren't you glad you don't have to play that?) had him moved into Pocket D in exchange for revamping DJ Zero's sound system.
The bottom line is, I did my research on the character, and I don't have any qualms about him giving out heroically-themed missions, especially because the intent was to do things a little more shadily than the standard hero content. -

Besides, BABs has already said that Sexy Jay and his sidekick are working on the known costume issues. This bug you're bringing up has already been listed earlier in this very thread, so they probably know that it's an issue. -

This last part is just an educated guess, but weapons themselves probably can't have bones because not every character has a weapon. Plus, I recall someone involved in character design or animation (probably BABs, though I'm not trying to use him as a "catch-all" dev for quoting) stating that there were a finite number of bones available per character, and increasing that number would present significant coding and possibly account storage challenges for the team.
