I'm not unfamiliar with mmorpgs, but none the less am feeling slightly overwhelmed with archetypes, power sets etc. So here are my questions:- I think I have the basics of the archetype system, but am quite confused as to which powersets to use with any given character. I'm concerned that my choices now will nerf my superheroe in later gameplay. Are there any detailed overviews out there to help me with my decisions?
- There's lots of quite detailed guides in the various AT sections. As you've heard already it's difficult to really gimp a character by your powerset choices. Some combinations work better than others but none are incapable of working.

GOOD tankers are always welcome on any team worth joining, unfortunately there's a lot of bad tanks in the game. Playing one well really isn't all that hard, you just need the tanker mindset and to be able to pay attention to the entire battle, grab loose aggro and protect the team. It'll take some time and practice to get the fine points down but just being first into battle and paying attention to the rest of the team will put you ahead of about half the tankers in the game.
I would suggest a resistance primary tanker over a defense for your first tank; they tend to mature faster. Defense sets are highly capable in the middle-late game but they struggle early while resistance sets are strong early and many continue strong all the way to 50. I'm personally partial to the Invulnerability set as it starts strong and matures roughly second only to Stone.
For a secondary the only sets I would avoid would be Energy Melee and Dual Blades, EM because it's probably the weakest secondary and DB because it's heavily reliant on combos... this attack, then that one followed by that one to be effective, I think a tank has other things to worry about than a specific order of attacks.
Controllers run a large range from highly effective solo and teamed to effective teammates and terrible solo depending on powerset choices. Primaries like Ice or Earth are long on control and very weak on damage so tend to solo poorly. On the other hand primaries like Illusion or Fire have a lot of damage with somewhat lower control... not that they're incapable of control.
For a solo controller good choices would be Illusion/Radiation or Fire/Radiation. The Illusion matures earlier and is one of the best combinations in the game for taking out hard targets solo while the Fire/Rad is phenomenally powerful when teamed with other Fire/Rad controllers... a full team of Fire/Rads is arguably the most powerful team in the game.

Which server you select is up to you, all of them tend to have their own personality. For straight population the biggest two are Freedom and Virtue. I mainly play on Guardian; it's middle of the pack for population and has a good community. I'd suggest checking out the server forums a bit farther down and see which ones suit you.

Defense, with IO bonuses, typically tops out on most builds in the 44%-46% range... right at the soft cap. Remember that Scrappers, since it's a secondary, have 25% lower numbers that a Tanker gets out of Shield.
Shield isn't really CHEAP to IO out, but it doesn't have to break the bank. Forgetting about the Membrane HO's that I had in base storage from 300+ Hami Raids back in the issue 4-8 era I believe I have roughly $300 million in my build. (We used to raid 3 times a week on Guardian, nearly always successfully) I avoided the super expensive sets and mostly used cheaper ones... Mako's Bite for Ranged def, Scirocco's Dervish for AOE and relying on Parry for Melee.
My Fire/Shield who I'm working on now will be a bit more expensive since I'll need a few sets of Touch of Death without Parry to rely on. Still, I expect to bring it in under $500 million. With your bankroll you shouldn't have much difficulty. -
In looking at pre-builts I would sort first for video card looking for an ATI 5770 or better or an Nvidia 260 or better... I'm not totally up on the Nvidia line but my understanding is that the 460? seems to be a good price/performance choice.
After the vid card I'd look to CPU, I'm a ways from current but I would tend to look at Intel i5 or i7 looking for a higher clock speed. I really don't know a lot about AMD CPU's... it's been a number of years since I built a machine with one. I imagine some of the other forum regulars could advise you here; I'm too far out of current to offer a worthwhile opinion.
RAM you'll want at least 4GB, but this is very cheap to upgrade if the rest of the hardware is up to snuff. DVD burner drives are a pretty mature technology nowadays, it's hard to get a really bad one so whatever comes with the machine is probably fine.
Hard drive - 500GB should be more than enough space for most people, look for a 7,200RPM model. I've had good luck with Western Digital over the years and bad luck with Seagate. Take that for what it's worth, but lately Seagate's quality control seems to have slipped.
Power supply - make sure you've enough power... at least 500 watts and preferably more. A name brand PSU is a good idea although the spec sheet on a prebuilt may not specify.
Motherboard - I've had good luck with Asus, Gigabyte and MSI; no name Mobos can be problematic. Don't buy anything from PC Chips, they're garbage.
Ibuypower and Cyberpower PC seem to have a good reputation for build quality at reasonable prices so I'd look there. Newegg has some configurations of each manufacturer or you can customize the machine buying direct, but you'd probably have a delay in shipping.
A cursory glance at Newegg found a few promising machines in the $800-$950 range. -
I've soloed a couple of the easier AV's leveling up (Doc Vahz and Maestro) on my BS/Regen scrapper with standard enhancements... this was in issue 5 so DO/SO's were all I had to work with. I also soloed a couple of high level AV's with that same character, also on SO enhancements (Bobcat, one or two others). All of this was back in issue 5-6 so IO's weren't even thought of yet.
My Ill/Rad has soloed a few AV's as well, on SO's in the mid-30's and with a Perma-PA IO build at 50. I have a Rad/Sonic in the mid-30's and he's effective... I haven't played him much solo though so I can't comment on the AV handling ability. I'd think it would be tough since AV's resist debuffs heavily and a Rad/Sonic defender doesn't have much protection apart from the debuffs. -

They're $250 at Best Buy, 1920x1080 resolution and look fantastic. If that's a bit rich for you (although from the looks of your new machine it doesn't look like price was a priority consideration) I also have an Asus VE-205 20" monitor that's basically a smaller copy of the 245 for around $150.
I really recommend dual monitors... it doesn't take any time at all to get used to having one program on one monitor while another is on the second. -

My suggestion would be to do like Memphis Bill said and give us your budget. There are people on here who are experts at tracking down the very best system available for any budget. -

Well... my last rig was the first rig I built myself... so maybe this'll be the rig that I start over clocking...
On the subject of quiet, I always use the quietest case fans on the market; they're only about $4 each and my current case with a huge Zalman copper CPU cooler and 4 case fans is inaudible from 3' away, well worth the few extra bucks over the stock (loud) fans the case came with. It's a minor thing that doesn't really affect the functionality but it makes it more pleasant being in the same room. -
Here's my 2 cents on laptops from personal experience.
IBM - I've had 4 of them, 3 have died on me. They seemed to live 2-3 years then quit. One of them was sent in for repair (warranty) and came back functional but died about a year later. The last IBM I had was bought around 2004. The last one is still functional but was retired a number of years ago.
Sony - I've had two 17" Vaio units, both are still in use. One of them lost it's DVD drive and occasionally shows some strange behavior but it's still working 3 years later. The other has been relatively trouble free.
Asus - I currently have 3 of them, all are relatively inexpensive in the $400-$500 range; one is 2 years old and the other two are new in the last 6 months. All three are working perfectly and seem to offer considerable bang for the buck. The older one has been 100% reliable from day one (well, once I reformatted it to XP from Vista) as a Flash Video encoding machine working pretty constantly.
Sager - I've had two, one was purchased in 2003 and destroyed in a fire in '04 but trouble free for the time I had it. The other is a huge 17", 11lb monster that I bought as a video editor (and the machine I'm typing on right now) and it's been bulletproof. Fast, reliable, expensiveand heavy and solid as a rock. I've had it for 3 years now, added two hard drives (it has 3 bays) and reformatted the OS a couple of times but it's a workhorse. Lugged around from show to show, banged up, broken the lid latch, cracked the case and it still works perfectly. Apparently you can't kill it with a hammer.
Dell - I've had two, one was bought in the late '90's and worked pretty well until it's retirement 4 years later. The other was bought in '04 and was one of the "inexpensive" units they sold at the time. To say it was a piece of junk is an understatement; constant crashes and file corruption, replaced the HD and reformatted to the same issues, replaced RAM to no avail and finally relegated it to a word processing machine until it finally died.
Alienware - I JUST bought a MX11 last month; it's a bit too early to tell about it's quality but a core i7 with a low level UM COH capable Nvidia card in a 4lb package that small seems promising. It has a few quirks with the software; when I get the chance I'll be formatting it to get rid of the garbage.
All my machines except for the new Alienware have been formatted and reinstalled; I've found that the garbage that OEM's put on the machines causes more problems than it's worth.
I haven't bought an OEM desktop since '92, the last was a Packard Bell so you'll understand why I preferred building my own after that -

I've noticed this phenomena, with Invuln I've found that the set's innate resistance is more than adequate to most tanking needs in the low levels, by the time you start needing more defense your build should be mature enough to supply that defense.
Resistance certainly trumps defense early; but once defense climbs to a significant amount it pulls even, at the 45% soft cap it definitely pulls ahead. Combining significant amounts of defense with significant resistance is what makes some builds so good. -
I can say from my experience leveling a few def based melee toons, 3 scrappers and a tank, that I start noticing my defense working at about 25% give or take; and really start to feel strong around 35% defense. Of course 40-45% is where you start feeling godly but my recollections are that much less than 20% and I start feeling "is this thing on?"

On my Fire/Rad I have Bonfire and use it as another source of AOE damage, it works fine for this as long as you keep the mobs immobilized with Fire Cages. Remember that Cages has a 12 second -KB in it, so as long as you keep reapplying them at least every 10 seconds the mobs won't go flying. Usually I hit Cages practically as they come up to ensure that a miss doesn't send my toys flying.
Obviously this applies to moderately tough groups... easy mobs tend to die too fast for Bonfire to be very useful. -

I've only rolled architect tickets the once. I was quite sursprised to get a Regenerative Tissue +Regen from a Bronze roll, I'd assumed they were Pool C, and not Pool B. I really freaked out when my next roll was also a Regenerative Tissue +Regen.
I haven't played AE enough in the last couple of issues to know if that still works but it was semi-reliable in issue 13-14. -

Unlike SO builds where the slotting of each power could stand on its own, IO builds are very interdependent upon the slotting of all powers. The power may sound like it's slotted fine on its own and still be suboptimal within the context of the whole build.
For what it's worth, I wouldn't put more than 4 LotGs into a defensive power. Four pieces should pretty much max out defense enhancement and the last two set bonuses (5th: hold res, 6th: 3.13% psi res) are throw away / mediocre.
As I see it there are two main things to enhance and one secondary... first defense, then endred and finally tohit. I would worry about defense and endred first, then think about tohit. Slotting for Taunt is largely unnecessary since the power already has the longest taunt duration of any aura in the game at 17 seconds. There's not a lot of times when you'll need more duration on the aura. This is one reason I suggest 3 cytos and use the other slots somewhere else in the build. -

There's lots of ways to slot it, my preferred slotting for a level 47+ character is 3 cytos and call it good, that maximizes all aspects of the power in 3 slots. True you don't get set bonuses but you free up slots that you probably can put to good use elsewhere.

Here's the 24" monitor I bought a few months ago on Newegg for $219. I bought it to replace a failed Samsung SyncMaster 204 and it's much superior.
Looking at the unit you've selected it ought to serve you well; the specs look good and I think it would be tough to go too far wrong with an Asus. -
This is a no-brainer, Hack is by far the better attack. There's some logic to having Slash in the low levels as a filler but it will quickly become obsolete by the early 20's. By the time you've picked up Disembowel you'll never use Slash again and it's very marginal after you get into the mid-teens.
I've run two broadsword scrappers to 50, one BS/Regen in issue 5 and a BS/Shield in issue 14. If you do take Slash for some reason plan on respecing it out by the time you reach the mid-20's. Personally I see no reason in wasting a power pick on something that I'm going to toss when I get level 22 and SO's. I guarantee that there's something you'll get more use out of even as a lowbie. -

I would double check things with that old monitor of yours to make sure but you're likely correct about the monitor being gone. Unless it's under warranty I doubt it's worth having repaired.

A. The enemies have tohit buffs... Nemesis Vengeance, Devouring Earth Quartz buff pets or Ruarluu eyeballs (Shadow Shard). The DE Quartz and Ruarluu eyeballs have enough +tohit that it's impossible to floor them without truly massive, and IMO pointless, outside buffs. A well built Invuln won't have any trouble with any of these mobs, trust me on that.
B. Your defense is debuffed... things like Cimerorans and several other mobs can do this, but they almost all deal S/L damage which you can (and should) be at the 90% resist cap for, in which case it's very unlikely that the defense debuffs will threaten you.
In reading your comments I have to wonder if you're confusing the Resistance cap with the Defense cap? For a tanker the point at which you cannot gain further resistance is 90%, that's a hard cap. Resistance doesn't keep you from getting hit by attacks, it reduces the damage that you take from attacks that hit. Defense on the other hand reduces the likelihood of an attack hitting you in the first place and once you've reduced the chance of getting hit to the minimum possible adding more is pointless.
An Invuln tanker can reach the RESISTANCE hard cap of 90% to Smashing/Lethal damage by taking his core powers and Tough from the fighting pool. It isn't possible to reach the resistance cap to Energy/Negative/Fire/Cold without Unstoppable. On the other hand, it isn't necessary either if you've soft capped your DEFENSE to S/L/E/N at 45%.
I suggest you read my guide for the first 20 levels for a basic primer on the core powers of Invuln, the soft cap guide for how you can make your tank as tough as possible and one of the many guides on how defense works in the game. If you build your tanker well I can assure you that you'll be more than up for any challenge in the game. -
Check out my guide for soft capping defense. An Invuln built to the soft cap is nearly as tough as a Granite tanker.
