awesome update as always guys! =]
jus thought I'd throw this out there, I see the ATE/ATO's (whatever ppl wanna call them) the graphic is kinda weird in its space in the selection window (total nitpick tho, jus fyi) (nice job on seperating the catalyzed versions though, smart move)
bigger issue is that the enhancement display of any multi-faceted enhancements does not display properly in the window now, this includes things like Hami's which enhance more than one effect
also I noticed that the PVP melee AOE set (forget name at this moment) unique proc for lowering resistance is inadvertantly showing the effect lowering my resistance (i had it slotted in blazing aura, ie when i toggle BA on, my resistance goes down)
ok well these might be bugs in the new release, or these might just be issues im having and that no one else is, but I know that part of the reason you guys have always made such a kickass program is good feedback, so im just trying to do my part

ok havent read every single post in here, but i looked at the first and last pages and didnt see exactly what i wanted to bring up
tho someone did bring up a shoulder piece issue, which might be the same thing as what im about to say
im not going to complain about the free stuff, BUT
seriously can we ever get the FULL vanguard set? i was pretty let down awhile back when i realized that no matter how many merits i got I would never be able to buy the thigh armor plates and the backpack that other VG members have, its like the heroes/villains are second rate VG members and that's kinda crappy considering all the freaking work we do for the group (heck I dont ever see VG assaulting the mothership or helping out down at the portal with the Honoree =P)
anyways, i dont see why these things have been kept from us players, its not like they are uniques costume pieces like Blue Steel's shield or anything
and personally I was hoping for a new power ala the Nemesis Staff/The Blackwand in the form of the VG staff/wand, there's already the custom weapon options, but giving players access to the kickass VG staff would have been really cool
as well as finally finishing everyone's perpetually incomplete VG armor sets
here's hoping that one day these things will be addressed
but until then im still psyched and cant wait for I20 and more incarnate content (and SS for scrappers!)

Break the recipes up into common, uncommon, rare, and unique. Assign a value for a random roll to each catagory.

Correction Trials never gave enough for a Pool D random roll. Hero Side Respec trials can and still will give enough for a Pool C random roll. Red Side Respec trials still give 15 which is not enough for a Pool C random roll (but should be).

the points of the above posters is that the "pool D" list is called a TRIAL RANDOM RECIPE ROLL, and it costs 30 merits, for both sides, although there are several TRIALS on both sides that DO NOT even give enough merits for the above mentioned random roll
thus the request for them to at least re-name something if they (devs) are going to be so blatant about the wonkiness of the system

no one else does this much for free (besides monthly fees) for their playerbase, your business model SHOULD be the model everyone else follows after and aspires to, congrats (get the price down to around $10 US/a month and I'll declare you the sharpest MMORPG business model EVAR)
thanks again, and keep up the good work (and here's looking to a great year in 2008, the "new" team looks to be well on their way to fixing all those long standing bugs that got overlooked and at the same time, ripe to do all kinda crazy cool new stuff as well, and I say "more power to them")

I'm an old-school MUD'er myself, came from MajorMUD and dived into Ultima Online when it first came out (was raised on Ultima V, VI, VII, SI, and Underworld 2)
never got into EQ, but tried AC2 for a bit, was good for awhile (sad too hear that it crapped out, but the dev's there killed it)
and while I'm reluctant to throw down my semi-hard earned cash on just any new game, if I haven't played something, then I've probably seen it or have at least heard of it
so I can say without a shadow of a doubt, that IMHO at least, the City of Heroes/Villains game is by far the most forward-designed MMORPG out there right now
sure Blizzard is a great company (I can't wait for SC2), and yes WoW is a great and beautiful game, well designed for what it is too, but did they break the mold? no, they simply sharpened the razor
whereas if CoX didn't break the mold, it at least cracked and weakened it
almost all of my friends either have played WoW or still do, and I gave it a run, but really all it did, was remind me of how much better UO and CoH did things (the original UO has a lot of high water marks in my book)
and since I had deactivated my CoH account awhile back (my computer had broke and I was lazy and didn't want to fix it), basically playing WoW got me back into CoH (and CoV since I bought the GvE pack), it's just too bad that I don't have all the vet rewards now =[, since I didn't have an active account for the whole time
but yeah anyways, I know this is going off-topic (as if my rambling wasn't already), but aside from CoX, the next big thing, if/and/or/when it happens, is Darkfall
Darkfall is looking at not only breaking the mold, they're talking about SHATTERING it into it's sub-atomic components
as far as I'm concerned, until Darkfall comes out, nothing touches CoH/CoV (Guild Wars comes close though)
but again yeah, Brad, I couldn't agree with you more, everything you said is well put, I'm definitely glad the CoH development team has done what they have (minus the /Regen jury-rigs), and I'm even happier that they all stayed with their "baby", cause it really let's us (the players) KNOW that they really care about making this the best game they can (since in most of our books, it's already the best game out there)

The Past
<ul type="square">[*] Cryptic Studios and NC Soft both owned CoH. In order for anything in the game to happen, both NC Soft and Cryptic had to agree on it.[*] Cryptic studios has a ton of people working at it. Of all those people, only about 20 were working on CoH. Everyone else was working on MUO, or the other secret project.[*] Of all the money Cryptic Studios had, almost all of it was being used on MUO, since Microsoft is paying for them to make it. CoH was only getting a little money from outside investors and other places to be worked on. That's why they had such a small amount of people working on it.[/list]
The Present
<ul type="square">[*] Cryptic sold their rights to CoH to NC Soft. Now, NC Soft completely owns CoH. Cryptic Studios has NOTHING to do with City of Heroes anymore.[*] Now that NC Soft owns CoH, they have created a completely new, separate studio called NC Soft NorCal, to work ONLY on CoH, not any other game. NC Soft completely owns this studio, however, this studio will be doing it's own thing. NC Soft will be paying for everything it does.[*] ALL of the Devs working on CoH at Cryptic are moving to this new studio and working for NC Soft, not Cryptic Studios anymore.
Anyone that had worked on CoH in the past was offered a chance to come work at the new studio and leave Cryptic. Some people are taking that offer and others are not. So we WILL have some of the original team from the past working at the new studio along with the current Dev team.[*] Positron will remain the Lead Designer, but there will be a new "Statesman" -type- person that he will be working with. This person is NOT Jack Emmert, aka Statesman.[*] Jack Emmert, aka Statesman, is not going to be involved with NC Soft NorCal. He will continue to work at Cryptic Studios, but will no longer be involved with anything having to do with CoH.[/list]
The -Potential- Future
<ul type="square">[*] Once the deal has been completed, Posi and all the other Devs will be moving out of Cryptic Studios and into the new NC Soft NorCal building. NC Soft has hired some other people already to work at the new studio, so they will be joining them. They will be hiring MORE people to work at the new studio.[*] MORE MONEY. CoH will have stupid amounts of money thrown at it to make it better then it already is. All of those projects like Shields, Weapon Customization and so forth that required a LOT of time, and thus a LOT of money, to do, will be able to actually get done. NC Soft is now a giant sugar daddy like no otherNC Soft is HUGE. WoW has Blizzard throwing money at it. MUO has Microsoft throwing money at it. CoH now has NC Soft throwing money at it.[*] Bigger Staff. They will be hiring a LOT more people to work on CoH. With more people they can finally have TWO teams, one for CoH and one for CoV, working at the same time. They can have a team working on PvP, they can have a team working on Events, and they can have a team for just about anything else you can think of.[*] Issues will be BIGGER after this change. More people means MORE content, MORE TFs, MORE zones, MORE Epic ATs, MORE of EVERYTHING. All those things we were told couldn't be done right away because they just didn't have the people for it, GONE. They'll be able to do just about anything with a full staff. Think about, 100 people working on CoH versus the 20 people working on it right now.[*] Faster releases, less secrets, shorter response time. Now that NC Soft owns ALL of CoH, they don't have to ask Cryptic for permission to do anything. Decisions will be made much quicker now that there aren't two different companies trying to agree on things. If we ask for something and NC Soft says "OK!", that's it, it'll happen.
In the past, if Cryptic Studios wanted to tell us something, but couldn't because NC Soft said "not yet", that won't happen. Now NC Soft can tell us anything we want, they have all the power to release information anytime they want.
And best of all, since there's no more delays with trying to get both Cryptic Studios and NC Soft on the same schedule, Issues, fixes, expansions and all that will be coming out MUCH quicker.[*] CoH can actually have Marketing! That's right, with the NC Soft Marketing team and all the money NC Soft has, they can actually use real songs for trailers, they can actually try and make commercials for CoH and all sorts of other things. CoH will have the capability to advertise like WoW does. Shirts, hats, key chains, toys, it could all happen.[/list]
Answers to Concerns
<ul type="square">[*] All of this does NOT change anything in the game right now or anytime soon. Issue 12 WILL be coming next year and has already been worked on by the Devs.[*] The Boards WILL not change. NC Soft actually owns and runs the boards already. If anything the Boards will be getting BETTER.[*] Issues will NOT be slowing down. In fact, they will be speeding up.[*] All of the Devs will still be here to hang with us, work on the game and everything. All they're doing is moving to a new desk.[*] NC Soft is NOT going to be changing or working on the game. Positron and all the other Devs will continue to be the ones to make the decisions for the CoH world.[*] Regen is not getting nerfed.[/list]
In conclusion, this is a FANTASTIC announcement. It's one of the BEST things that could have happened for CoH. It sounds like they already have plans for future expansions, possibly a CoH 2 and tons of new content for issues. Next year is going bring a LOT of new toys and content to the game!

I'm not the one screaming about supposedly being out $5. I'm not the one crying about someone getting something for free that I had to pay for (remember I'm in that boat too, I paid more than you did for CoV). I'm not the one pleading for something that I'm not entitled to.
You're being unreasonable. Whether you can see that or not is irrelevant. You have NO reason to expect that NCSoft will give you anything other than what you paid for. You aren't out a lot of money.
You can talk about good customer service until you're blue in the face. NCSoft is exercising good customer service. They're providing a lot of freebies for their customers to commemorate this occasion. That you feel somehow wronged because someone else got something for free is selfish, rude and unreasonable.
I'm not going to sugar coat this like I normally would.
All NCSoft is basically doing is giving out some free copies of the game. They do that all the time. The media often gets free accounts for review. Does that screw you over? No. It's done as a way to promote the game.
Giving away the other side of the game helps all players by increasing the number of people we can group with and it helps nurture the community. That's a net win for us all. But all you can worry about is your frikken $5. Well I would prefer that they spend that money making the game better than giving you a dime of free time.
You don't deserve it. You aren't entitled to it. But who knows, maybe if you complain enough you'll get it.
We can only hope not.

hmm, can't say I totally agree, being a wild scrapper that has had to adapt to being more feral over the years (oh how I miss the days of old, pre I-5)

nor did I ever really care if anyone else "kill-steals", because the way I always saw it, mimicry is the most sincerest form of flattery, and I was flattered =]
I actually kinda like when the Rad anchors the bosses too sometimes, it's like a huge beacon over their heads "KILL ME!", and they can always just re-anchor the next target
nor do I really ever care if my "opponent" in PVP wants to fight face-to-face or not, it really doesn't matter, I expect them to fight as effectively (ie dirty) as they possibly can, to do any less would be insulting
but yeah I've had a good challenge versus most of the villains: MMs, Brutes, and Stalkers, but no real experience with Doms or Corruptors, most Brutes wouldn't stand toe-to-toe with me ironically, as soon as they got low, they'd run off (I guess they didn't want to build their fury), and of course that's just the way Stalkers play, but I had a real tough time with a couple MMs (especially /traps or /poison), they can be really nasty
and yeah as far as teaming goes, pretty much every other archtype brings "something" to the table, defenders and controllers just seem to be the best cause they can buff (and I've never hated Fire Imps, guess I always saw them as kindred spirits =]), tanks not so much, but then again, they help protect the other squishies, like blasters
and the kheldians can really be cool on a big team, especially a team heavy in scrappers or blasters already >=]
but I will say this, about fear, you are spot on, I once spent almost an hour (between 30-60 mins) stuck in a constantly reapplying fear loop, I couldn't fight back, and they couldn't kill me, so I was completely helpless and stuck, I would have rather died, it's the only time I've ever been stuck so bad like that
because of that I've specifically done things to keep it from happening again (lessons learned, so to speak)
but yeah all in all, a good window into (your) regen scrappers mindsets -

hah, yeah deep down I have ALWAYS been a Savage Scrapper and never really truly found my calling until CoH (I tried "Tank" at first, pffsht!, "Tank" my [censored])
unfortunately, due to the Great Regen Nerf(S) of Issue 1-8, I have been forced to become a Feral Scrapper on occasion, but it boils my blood when I think of the good old days, when ONE HERO COULD MAKE A DIFFERENCE (and back when Archvillains didn't REQUIRE a full freaking team to take down, I mean [censored], what the hell kinda sense does that make anyways? why are all the AV types SO freaking powerful? leave that [censored] for GMs I say, a hero SHOULD be able to take out an AV solo, but I never said it should be easy)
but regardless, yeah I invited 2 empaths and a BS/Regen to help me take down the Envoy of Shadows, so after being double Fort'd and HA/RA, we proceed to go to town, and when the smoke clears, I'm like "how the hell did you die?!?" (to the BS/Regen), as I was the only one standing, apparently they all got whupped quick and I finished off the last half of the Envoy by myself, double Fortitude turned me into a freaking MONSTER!
now if only I could get that as a temp power (or AM)

you've got some great ideas and some not so great ones, my biggest is that I think keeping the moves generic all the way into the 30s isn't giving them enough appeal, and the gift idea is kinda lame

ok here's my question(s):
can you get the set bonuses from the SAME set to stack?
ie: say you've got two powers with Doctored Wounds fully slotted out, since DW doesnt have any uniques this should be possible
but do you get the full effect of the set bonus stacking? (double the +res bonuses etc, 2x the rechg red, etc)
so like say if I had 2 full Numina's slotted out (although one would only have 5 slots because of the unique)
would you gain the full set bonus from one and the 5-slot bonus from the other?
if so, that's a lot of set bonus stacking
I mentioned this also because I see Mako's bite reccomended a lot for almost every melee dmg power, and btw, why'd you suggest Sirroco's Dervish for HS?

it's BS to sit and MISS an AS on a friggin door in a police station (not to mention hitting it for AS dmg doesn't really make much sense either, but then it would take a LOT longer to take down as well (I'd just as soon it be treated as Held)

well after seeing so many posts go friggin haywire with the original questions (ie, well in this circumstance... blah blah blah), I'll just stick with what was asked
1 - 50/50, if all things are even, then that's it
2 - sounds simple, you have MAX to hit and they have NO def? 100% (99% if you want to leave some small room for error there)
3 - conversely from 2, dodge 99% of the hits, MAX def versus NO accuracy/to-hit
4 - now THIS is the big one, honestly the safest answer is 50/50, BUT, and this is a BIG B-U-T, it should be harder or IE impossible to hit either cap without outside buffs, and I feel defense oriented sets should be able to attain a higher level of protection than offensive sets can get towards piercing that on their own (IE yes Aim+BU is awesome, but it still shouldn't slice through Elude like a hot knife through butter, if for no other reason than Elude is a tier 9, that's like your 4/5th attack being the Extreme dmg one and the 9th being some kinda Brawl equivalent)
but that's not answering the question completely, SO, if both characters had the MAX of Acc and the other having MAX Def, then 50/50 is where it should be, but again, it's not about what the cap is, it's about HOW it's obtained
