It's a passive badge, you're being compensated for not being able/not having time to play with that toon. It's not like you're grinding for it and it counts time cumulatively so that even if you decide to log in, the time counted up until then is still going towards the badge.

You don't have to leave them offline for the entire chunk. Normal log off time in the right place over a period of time = badge
