I vote to just dump the whole "break follow with stealth" code. It'll fix up this problem and the NPCs that get stuck/lost problem (ie. RSF scientist) with one shot.
So what if it'll make it so stalkers can stealth hostage newspaper mishes? If it gets to be a problem then just crank down the percentage of hostage mishes from newspapers. -
