diff between 32 and 64 bit -
Main diff is 64 bit can address more memory. The ability to address more physical memory lets Windows minimize the time that is required to swap processes in and out of physical memory. Therefore, Windows can manage processes more efficiently.
The other differences are - 64 bit drivers must be digitally signed and 32 bit drivers are not supported on 64 bit so check with your hardware maker to make sure they have a 64 bit driver.
64 bit uses hardware Data Execution Protection (DEP) which is in some modern cpus - for security. 32 bit can do DEP but it is software based and less secure.
Kernel Patch protection - only in 64 bit - this prevents the windows kernel from being updated by malicious code.
If you have a cpu that can support 64 bit I would definatley go that route. You lose nothing, even if you have less than 4 gb.
In addition, Windows 7 will have a virtual XP mode I am currently testing. It runs a virtual XP sp3 in a windowed or full screen session and you can install any program that works on xp only and use it there. -
How is ice the best. The shield gives no crap resistance. Hoarfrost is not up fast enough to rely on it for a heal. Pff may have got the nerf bat but it is still a viable escape power that does not induce no phase like hibernate. Every pvp blaster I have known since 12 uses force.

Subdual is crap because compared to flares it has almost twice the activation time, twice the end cost and twice the recharge. I would not leave mind probe off if your a ss/sj blaster. It's a decent melee attack that does - recharge and has a fast cast time. totally agree on WOC - it's a dmg/confuse aura so helps incase of AS.

mez+kb is not a bug it is working as intended - the mez supresses the toggle.
npcs holds were supposed to be fixed on test - with the exception fo some longbow attacks which are not a single hold but a stacking hold. -
three slot health and put the panacea proc in it that with the miracle and numina and pef shifter will mean no end worries.
Perma hasten not so much you want to concentrate on dmg and acc. I agree Pff and TI from force. Subdual is crap. Slot it for bonuses only and leave it off your attack chain. Flares, Blast, Blaze, Snipe - Fireball sucks now in pvp.
use Kinetic crases in tk thrust. (kb resist 4slotted 7.5% recharge 6) -
You want about 42 kb protection with acro to stop from getting kb'ed.
6 slot your powerthrust with Kinetic Crashes for KB proctection and recharge bonues. Power Thrust has one of the highest kb mags in the game so if your opponent does not have adequate kb protection you can KB and kill.
Ice Mastery is horrible. Hibernate gets heal decayed, Hoarfrost is not worth the recharge time - snow storm is about the only good power (the shield is crap too).
Take Force Mastery and get PFF and Temp Invuln and go with the conealment pool and take all 4. 3 to slot kb procs (karma) and phase. You will want to put pvp ios in Mental Blaster and Psi Dart for the rest of your set bonuses. Purple out will dom and total focus and then 4 devastations + explosive strike proc in TK blast and 4 devastations and to interrups in Psi Lance.
Should be easy to build a psi em that cannot be kb'ed has high recharge and does decent dmg. -

Power boosted pff ftw. Temp Invuln gives much better resists across the board - and FON. Power boosted aid self is good, but with heal decay it is easier to take greens and pick a better pool set. It depends how you want to play - flying/hover snipe blaster or ss/sj in yo face blaster. -
