i could do without the ninja quikness since thats basically just a rehashed quickness/mental training/lightning reflexes.
And actually it's not a clone of SR, mental training, and lightning reflexes, those do not give jump bonuses and also buff recharge rate. -

Well, as a ninja themed powerset it should have some kind of stealth power, but in this case it works closer to Cloaking Device from Blaster's Devices set, Cloak of Shadows from Scrapper's Dark Armor, or Energy Cloak from Brute's Energy Aura, so it provides a very modest defense buff and eats endurance since it's not vital.
Ninja Quickness: Self +RunSpeed, +FlightSpeed, +JumpSpeed, +JumpHeight, +res (slow)
Originally this was quickness but it did seem a little broken, so here's something somewhat useful and yet still a bit useless at the same time. I felt this would make nice counterpoint to the villainous Ninjutsu's location AoE debuff.
Smoke Bomb: Foe -Perception, -ToHit
Basically it's Smoke Grenade from the Widow set, I felt that this also made a great substitute for Smoke Flash by cramming a little something to stack with the defense buffs as well as the stealth, not only that but as a debuff to perception and tohit you would be lending a hand to the squishies on your team (Who would hopefully remain outside of your foe's now limited perception) as well as cause a few enemy attacks to whiff your fellow frontliners making you not just a lone ninja, but bringing you in as a team player!
Kuji-In Jin: Self +Special
Basically, it's Power Boost from the Blaster's Energy Manipulation secondary, the numbers may need to be nerfed in order to keep things balanced, I'm also not sure if this boosts debuffs. -

tl;dr: Your freakin' metal armor and melee turned me into one of those statues in Atlas Park, so once I regained my mobility, I would KILL YOU.

So I was playing the new Maria Jenkins arc with friend a few nights back when we got to fighting the IDF. Towards the end it was down to the two of us and one orange conning Heavy Trooper Lt. class enemy when HE SHOOTS MULTIPLE MISSILE SWARMS AT ME!
Okay, while that might not sound so weird, given his name and Praetoria's tech levels, also I should point out that his shoulders were no different from the other troopers, or TEST in the 1-20 stuff, nor did his breast panels flip open.
Taking a closer look, these missiles appeared half a foot away from his shoulders and fired like he had some kind of gateway to a dimension of infinite RAWKETS mounted on his shoulders (which is pretty ridiculous, considering Praetoria's still just getting the hang of Portal Tech), it all left me with my eyes like this: (o.o) and wondering WHEN CAN WE DO THAT?!
Edit: While the upgraded assault bot is close, I'd still like to know when we ourselves can fire rockets from or shoulders... But mostly this is about the WTF factor of it all. -

Maybe it's because it's a bit closer on what I designed, but I kind of like the first one better as feeling a bit more "ninja"-ish. And I know how you might feel about the reaper's mask, but it's sadly the only way I've seen to simulate something like a large scarf that also conceals the cape's anchor point.

While I can agree and understand this, part of me feels that it almost seems Arachnos is actually incompetent partly BECAUSE of this.
They spend so much energy just trying to hold it together, a lot of their schemes end up being 'all or nothing'.
But, in truth that could be said about all villain groups, indeed, Lord Nemesis can be appreciated for having apparent secondary objectives he can accomplish when the big prize falls through. (Or is it a primary objective for when his secondary falls through?)
Though the other big thing is a lack of game play and story segregation. the Knives of Artemis, for example, isn't supposed to have maybe more than a couple hundred members, but at least half of that is defeated EVERY KoA centric mission with no sign that they use some kind of hospital teleport. And the same could be said about Malta, or Council, or Circle of Thorns (who apparently were demi-gods prior to the Mu-Oranbegan war, if the fluff is to be believed), or countless others. -

I think using the shorter shorts option might give you something to use with the legs. The first costume is a good starting point but the 1st upgrade would look more stylized, agile and feminine with some leg.

Well, in order to breath a bit of new life into this thread on the actual (and the original subject of a replacement for the oni) beyond the topic of buffing ninja.
As mentioned, it would not be breaking the cottage rule to replace a pet, as long as the pet had the same base function (which for pets in of themselves is hazy) and had powers that would accept the same enhancement types.
So I give you a more detailed look at the idea of replacing the Oni with a Kunoichi. (forgive the sloppy edit jobs and praetorian background. (But when you're working with mostly dark colors the other two are difficult)
Kunoichi: You can call a single Kunoichi to aid you in battle, a kunoichi is a highly skilled female ninja with mastery over shadows, illusion, poison, and martial arts. You may have only 1 Kunoichi under your control at a time, if you attempt to summon another one, it will fail.
Recharge: Very Long (2 min)
Minimum level: 26
Effects: Summon Kunoichi
Basic Powers:
-Resistances (21% defense to Melee, Ranged, AoE, and Psionic at lvl 50, 26.14% resistance to Toxic and Psionic at lvl 50, 50% Resisance to Confuse, 4.0 Confusion Protection, -400% taunt duration, +50% run speed)
-Body Blow (kinetic melee)
-Spectral Wounds (Illusion control)
-Alkaloid (Poison)
Train Powers:
-Quick Strike (Kinetic Melee)
-Crush (Gravity Control)*
-Repulsing Torrent (Kinetic Melee)

*Sorry, it was hard to figure out a thematically fitting immobilize power. I had considered Tenebrous Tentacles or Web Grenade, but the former kind of stepped on the toes of the lich too much and web grenade didn't do any damage.
**While not giving direct mez protection, this does weaken an enemy's control durations, the only power I know of that does so, plus to give her a nasty hurty poison.
Also, the appearances, like a lot of this post, is all basically one use rough idea. I know her appearance might piss some folks off as not being true to historical kunoichi, or maybe being too boring, etc. etc. But this was something I was throwing together in a couple minutes. -

I've tried a variety of titles, none of which really sound right. "CCA (Citizen Crimefighting Act) Relations" seems official-sounding enough, but I'm still not happy with it.
Why did I create such a thing? It just seems like something that would have to exist. Paragon is full of heroes, running around doing their own thing. Someone in the PPD has to be trying to make sure the heroes and the police are complementing each other, not getting in each other's way. Not to mention that heroes are going to generate a lot of paperwork for the PPD, and someone has to take care of it.
Anyway, interested to know what people's thoughts are. -

We don't get any information about the rest of the world. So, really, it's safest to simply go with what we know as fact. Mostly the past, general locations of stuff.
Individual trips out to do stuff around the globe tend to work ok, as you can generally work under the assumption of not bumping into anyone in your own fiction. But trying to say that Tokyo is actually patrolled by giant robots and the Japanese began to clone dinosaurs simply doesn't cut it, because thats godmoding the world itself. Unless everyone agreed on it, theres no way it could happen.
And its less people RPing that the world outside the City has nothing interesting happening, but more that the stuff in Paragon and the Rogue Isles is altogther a lot closer and more imminent. -
I think this is the true weakness of suggestions and ideas threads...
When we encounter a good one we can reach a consensus on, there's really not much else about the idea to discuss. -

all of a sudden, a guy who looks like rian comes bolting in the door, rian runs to face him. she, a character skilled at hiding and hitting from the shadows. waits till rian and a self that looks like rian and shares his skills fight at full force, two high level martial artists clash and punishing strikes are given and received. rian wins but is winded, he doesnt notice her, but she figures out from the dialogue who the real deal is, and drops alterna rian, who as the fight has shown, is weaker than hero rian, and then bolts. rian's still heroic, she just did what stalkers do and hit a weakened prey from out of nowhere, and rian, was still collecting his breath after 2 fights. Even a dragon is only human. and she got away with a cheap shot.
one side funny note for me is that the idea that all these clones are running around is that many of my characters are mystical robotic or unique creatures that would seem to be too strange to be cloned by normal procedures. i know that in making those characters i hopped over canon and cant complain, but cloning an angel or a robot seems kinda funny from my perspective.
On the second point, one personal theory of mine is that what really makes these clones "different" from just any clone, at least the ones in the Dark Mirror arc, is that they're actually made from some kind of raw, conceptual, multi-dimensional energy that's synched to your character.
Sort of like what Reichsman was doing, only instead of just siphoning power into one, it was used to generate a clone. This allowed the clones to be completely unrestricted by biological and mystical boundaries and literally create an exact copy with all supplies and abilities out of effectively nothing. -

Well, that doesn't mean anything for YOUR toons. This is about what your outlook on the rest of the world and your takes on what's presented to us.
Mostly I brought up mine as examples and to keep the first post from feeling too short.
Another reason why I like to try to think about what's going on in the outside world beyond the Isles and Paragon and such is because we're clearly presented with heroes and villains from all corners of the globe, in-game backstory tells about global events that metahumans were involved in.
But a lot of times, I see people tending to RP as though NOTHING out of the ordinary (except possibly themselves) EVER happens or happened outside of Paragon or the Isles of interest. -
Marian Sussanna then stepped into the D, her amazing and unique powers of being able to see why kids love Cinnamon Toast Crunch and Believe its Not Butter unaffected by the normal protections of Pocket D.
