At the end its a combo of the 4 aspecs (video, CPU, memory and HD) that will wrap up your overal performance.
I went from a CoreDuo (single core 'emulating' dual core) to a Core 2 Duo (true dual core) of a faster speed, and saw almost no increase. That right there is a huge tell.
My fiance went from a dual core to a quad core of marginally faster speed, and saw pretty much no increase. Not as much of a tell, but definitely showcasing that City doesn't utilize extra cores.
By the way, my second GPU upgrade was only one generation gap - not two like you said - and it was still a significant increase in performance. -
Regeneration. The powerset is called Regeneration. There is no such powerset (and no such premise) as "self empathy".

I dragged my fiance into this game... uh... a while ago(?). Our chosen dating "anniversary" is in January (neither of us really know when we "actually" started dating, lol), and will be our fourth - combat pets! Awesome!

For what it's worth, if you're going to continue posting questions and requesting assistance in Tech Issues (or Player Questions), don't read anything into the replies that's not explicitly stated. If you read a post as snarky or mean that is a simple question, then that is not the poster's fault...that is your fault. A pretty good rule of thumb for any forum (and City's is pretty darn tame in comparison to most). -
I really, really, really wish we could just get a Tuesday Wipe of the SSA, just like we get a Tuesday Update of the WST. It'd make everything so much easier. And it'd probably be easier on the database, too.

And CPU is definitely not more important than GPU. GPU is definitely top dog. I had a single-core-faking-dual-cores and went up to a true dual-core processer, and saw little to no increase. I went from a 6600 nvidia graphics card to an 8800 nvidia card and performance SKYROCKETED. I then upgraded my CPU again to a faster dual-core processer, and again saw little to no increase. I then upgraded my GPU to a 9800 nivida card and again saw a big increase (not quite skyrocketing that going from 6xxx to 8xxx saw, since 6xxx is pitiful).
My fiance (whose computer is 2ft to my right, and whose computer I built and rebuilt and frankensteined) went from a dual-core processer to a quad-core of approximately the same speed (slightly faster) and saw pretty much no increase (as we were expecting; City doesn't utilize multi cores much (if at all)). He then went from an 8600 nvidia graphics card to a 460 nvidia card and saw huge gains - he can play at max settings with no lag and fps typically around 50-60...only ever dropping below 30 in ship raids, not even in itrials.
So I'm going to go with my personal experience here and say: yeah, no....no, you are definitely not right. -

Not bad, but I had to block floaty-states-and-minion because it gave me vertigo for some reason. O.o -

Well, maybe as a side effect, but Ustreams have been pretty specific to say that almost all of the scheduled downtimes have been for server upgrades or moves. (Unscheduled downtime, of course, does not count toward either side of the discussion.)

3 (Rain of Fire, Burn, Hot Feet), but yes. That's all. That is NOT a reason to not take them though, it's all the mitigation that fire/fire gets and stacking Hot Feet with Rain of Fire means dudes are slowed to lolspeed.

Freezing Rain is AWESOME, why the HECK would you skip it? Who the heck hates it? I'll learn them a thing or two. Single best AoE -res in the game - it lasts for 30 seconds AFTER the last time a mob is ticked ... that's assuming anything is left by the time it stops ticking!!

Rain of Fire in your primary causes critters to attempt to run, slowly, out of it (though they will often turn and turn and turn and not actually make it out), and so does Burn in your secondary (Burn doesn't slow them though, so they will attempt to run out at normal speed, though again, they will often turn and turn and turn). Hot Feet in your secondary causes enemies to run slowly out, but again, turn and turn and turning as they do.
Blasters don't have much in the way of team support, and fire/fire specifically has none except "kill faster". -
Verify whether it does in game (unfortunately I don't have access to dark mastery to check myself). If it does in game, then Mids is not wrong. Mids matches what the game does, even if the game is wrong. If it does not in game, then Mids is wrong.

If you didn't ask for them to assist you, then at least part of the fault is yours. If you didn't try to give strategy, then at least part of the fault is yours. If you quit at the first sign of trouble, then at least part of the fault is yours.

It was 3 months (July, August, September). However, some people got an extra allotment of points for unknown reasons. (Player speculation says they awarded September's twice.)
(My VIP account got 1600 points: 4 months' worth of points out of 3 months. My preemie account got 1200 points: 3 months worth of points, but was only subscribed for TWO months.) -
As another data point, I have had no issues with any server mistakenly calling me a preemie even though I'm a VIP.

If he was subscribed during Issue 12's release, then he gets 2 more.
Now, keep in mind that there are a lot of issues right now surrounding character slots, reward tokens, points, and subscription status. Some people have more and some people have less than expected of each. -
Correct. They can run around killing things in the zone, including the Seed of Hamidon, but can't do any of the story stuff.
