Best way that I found to do necks...heck, anatomy in general...is looking at lotsa reference. One of the first people that I emulated when I started drawing said to pick up Victoria's Secrets, Vogue, any fashion magazine and just draw, draw, draw. See where the shadows fall on the body and neck and face...
(for the record, it was a manga artist that gave the advice. He said that studying realistic drawing helps immensely with proportions and anatomy in general when you draw anime) -

There's always Painter. Whether or not it's better is an "eye of the beholder" type of thing. I know Gill uses both Painter and Photoshop.

There is a plugin for Photoshop called Deep Paint that emulates Painter. I've never managed to get it to work quite right though...
FWIW...I find Painter has a much steeper learning curve that Photoshop, and I don't care for the way it does layers (mostly because I'm far too used to the way Photoshop does). But I know people that do absolutely beautiful work with it as well -

Heh...when my bf and I duo (we both have female toons) people generally think that he's the girl and I'm the guy. -
I use a Wacom graphire 6X8 tablet. I started with the 4X6, which wasn't bad at all, but having the extra room is definitely nice

I alternate between digital inking (I use Photoshop mostly, with a hard, small brush - 5 px for a majority. 7-10 for eyes. 1-3 for small details)
When I feel like dragging the lightbox out, I use microns to ink (I use a fresh sheet of paper over the pencil work). I generally use photocopy paper, since it has a nice, smooth surface to ink on, and is fairly inexpensive if I make mistakes. Which I'm known to do.
Overall, I prefer digital inking. Easier to clean up those mistakes -
From what I can see...the right shoulder is too far forward, it needs to come back slightly. And the hand within the fire (?) doesn't quite line up with the lower arm. It looks like the hand and the arm don't really connect.
It's a really good start though. Just a little adjustment, and it'll be fine.
