So many other exclusive or locked items are available for the right price now. Holding something back is just nonsensical. Even among those who don't mind that something is being held back; they're not demanding that it be held back. I presume, like you, Lothic, don't mind if it wasn't held back.
Let's take "give the players what they want*" and apply it to the Market.

"Exclusivity" is now a game mechanic goal? Then what happened to exclusivity of capes at 20 and auras at 30 when there are now two ways to get around that? Not to mention how someone can now buy their way into the fullness of all the Vet Rewards within a few month's time. So much for exclusivity.
Now mind you, I'm not arguing for exclusivity. I'm just pointing out how 'exclusivity' as a rationale for doing something is pure nonsense when exclusivity in so many other areas are going by the wayside.
And let's also discuss why you wait to now to address this instead of the first week of VIP Beta Server when the same points were brought up. Does Production read player feedback? Is Customer Service bringing to you our concerns when they get posted in Beta? And if they are, do you ignore it until it goes Live when the chances of responding to the players' concerns becomes too problematic?
My esteem of Production and how they handle the Market is plummeting as each week goes by. I'm also very unimpressed with the rationales you give as if that simply ends the discussion instead of showing genuine interest or concern that you may have misread what players want and made a mistake.
The use of micro-transactions is a huge part of your business model. And I am very unsatisfied with how you've implemented it. And this is from someone who already bought $300 worth of points between two accounts.
Production needs to step up and talk to the playerbase instead of implementing things from a meeting by fiat. You did a major player survey for Going Rogue. You did a focus group for the general workings of FREEDOM. You need to do something for the specifics of the Market to make up for all the shortcomings of how you're implementing micro-transactions in such a haphazard way with such a demonstrable misunderstanding of marketing. -
Last time I did any 'legacy' arcs was for the Flashback badges. Never looked back.
I only do the 'zone arcs' now (Hollows, Faultline, etc...) or TFs. -

We had this argument before when we only had 3 trays and those against asking for more made the point: "Well **I** don't need more than 3 so, I'm against it." Which is the ultimate selfish argument. If they had their way, we'd still only have access to 3 trays.
If a number of people can find use for more than 9 trays, what is it to those who can't to argue against it?
Incidentally, if it were up to Positron, we'd only have 4 trays, but pohsyb snuck in the full 9 that we have now, flummoxing Positron, who is even more flummoxed by how popular that was. -

And, Noble Savage, you're OK with red bikini bottoms on white tights? And a bikini bottom with a zipper on a female? To me, that part is a mess. But I do like the rest.

It (/changetitle) was instituted only about 3 issues ago without any patchnotes. It was found in the list of commands you get with /cmdlist.

Edit: Oops, you're talking *Badge* title. I was thinking character titles. So, the below is purely tangential info:
You can use /titlechange anytime you want to change titles once titles are available for your toon. -

Well, Sister Psyche's costume has had several promotional forms, with the latest having the panels missing. And maybe Penny has unlocked a second costume slot.
