Only 1 question, is this like another thing you have to buy like City of Villains was like it first came out or since it involves all players now since villains can now be seen in Paragon City will it be a thrown in thing, like, another Issue?
*Dev's, You've redeemed yourselves to me, though it would be really nice if you could get back to work on the whole PvP Issue once your done on Rouge...But just don't rush this because it better be amazing!
Which reminds me, it would be amazing if the Praetorian Zone area/thing/world could act like a giant PvP zone...Villains/Heroes gone Rouge vs. Heroes/Redeemed Villains...

My Stalker would just LOVE to be on the hero side...though it may not work well for his character, since he is, after all, a member of the KGB's Supers Division...I could always make a new Stalker though...
Just think of all that could come from this! I've been wanting it since I realized how much fun villain powers were, but how much more I like paragon city... -

Btw, when AE farms were first used, you could really get 5000 tickets, on those big city maps, you know with all the ruined buildings, you would get 9999 tickets, as long as you were participating and fought through. That would get you SOs for all the levels you gained (assuming your not starting from scratch) from that 1 mission, and (if its not a 40-50 level roll) nearly 2, if not 2, Gold Rolls, or a but load of regular ones.
Now? 1,500 tickets...? Thats like....only enough for the SOs, and no room left for any recipe roll. Makes me think of merits...though I have never gotten more than 50 merits on a person at a time...Maybe I should go back to TFs, if I can find a competent team since all those new people that joined when I14 came out have zero-clue how to play/team/etc. with others or *barely* with their own characters...
I14 is really a plot to destroy CoX...
Perhaps the only thing that the AE PLing has benefited were vets who already know how to play and PvP, for allowing people to PL a toon for pvp real fast, I actually noticed a slight up in RV population when I14 came out as compared to when I13 did.... -
Well, team-mates can, in fact, read what the contact says by clicking on the missions tab, and pushing the "more" button, so not only the primary person has a clue.
This did work last time I wasn't the primary person on a team, however the text shown through that is only the "Mission Preview" (I think it's called...?) not any other text, so keeping more important info in that part of your missions helps.
Of course I don't think a lot of people remember to do this, because feedback from missions I've made is always, "I'm the secondary person and I have no idea what's going on, you should fix that."
But yes, there really should be an easier way for secondary players know what is going on... -
1. Gotta make sure the pvp chars don't count towards H/V EATs
2. Yes, like PvPleaseHelpme, link all zones to Pd, for the Arena there, and make sure PvP only chars can't use the vators out of PD
3. Only SO builds would make things more balanced, but possibly unlimited Free-IOs (abiding to the slotting rules, of course) would allow for different ways of play, and allow players who know how to slot a character well can have a slight advantage, because after all they spent the time to number crunch everything together, instead of a generic SO slotting. Other play styles from IOs like a proc-tastic build or fast and lighter on end but less powerful, or slow, defensive and powerful, bonuses from IOs.
4. Instead of putting all that consignment house and trainer and what-not in the zones, how bout a much smaller base portal to a PvP Char only "Base" zone with all that stuff. Perhaps instead of a consignment house there should be a special store with things only PvP Chars would need, like costume recipes, and temp powers, perhaps even special pvp powers, like a normal ranged attack for melee people, or a temp mez protection for ranged ATs, or even TP protection, cause now not even EA or ELA will protect from that. -
I heard you could just add a space to the end of each name and It would have the same effect...
Ex. Jumbo, Jumbo_, Jumbo__, Jumbo___ ....Or maybe that's been changed. I dunno I've never needed to do that myself.

For a good lowbie arc, esp. to solo, Search the Term "Hellion," "Skulls," or "Snakes" Fore they are the lowest level enemy groups found in the game running around the cities. Then, look at the level range, following that any bosses, then the Rating.
If the level range is low, and there are bosses, but the rating is good, the bosses shouldn't be any crazy EBs/AVs, because if you were told to beat down Lord Recluse at level one im pretty sure your rating would go down the toilet. If there are no ratings so far it's anyones game, and if there are no bosses then don't worry.
That's what I've been doing, it's worked out good so far. -

Synopsis: The Fairies of Candy Land have been demonized by Lord Licorice, and they have turned against Queen Frostine, can you help her? (This task force is *I hope* always run with a team of at least 4. When I did it with a team of 6 we had a blast, when I soloed it, it wasn't as good, I think...)
*Feedback I have gotten on this so far is the text, some say it's not enough, which I will probably fix later once I figure out how to add to it, but others say that it doesn't explain the story good enough because all the team-mates see is the pop ups. Well, if you go to the Missions Tab, and click more under the mission, you should be able to read the pre-accept dialog, so that should help.
Candy Land Task Force - Real Finale

Queen Frostine has gone crazy, the Icicle Shard and Lord Licorice's flame (Check your clues!) were not to de-demonize the fairies, but to give Queen Frostine more power! Fairie Truth (From the last mission) seems to be the only one left that can help you find Queen Frostine and take her out!

I probably understand what you are saying here, but as a semi-professional poker player (in NJ and now CA casinos) I must say that one will never be good at poker if one's goal is to win money. One's goal should be to play properly/correctly. The "winning the money part" will take care of itself when one plays to play properly/correctly.
I've seen too many out of towners not willing to be patient enough to play properly, or to leave when stuck, and they wind up playing marginal hands vs. my superior hands and then curse their "bad luck" and my tight play. I can loosen up when needed, but not when my opponents play superfast all the time. They proceed to play 48-72 hours in a row trying to get even or ahead before they head home and their play deteriorates and they begin to blunder badly. I go home when tired, come back rested and refreshed, and they are still there, tired and groggy, bleeding their money away even faster.
They play to make a score, they play to win money. I play to play correctly, that's why I win the money. It can be noted that, given one's point of view, playing to win the money can mean playing to pay correctly (since that's what wins the money).
As for your "money means nothing" attitude: I understand that too. I try to play as if I'm watching myself play over my shoulder. I imagine I'm watching someone else play. I'm great at figuring out the range of hands the players hold, usually I can tell when a player should fold, but calls regardless.
But when I play and get too emotionally involved, I miss a lot of stuff. I get too emotional, I overlook things. So I try to play as if I'm a stranger and I'm watching that stranger play. That keeps me distant, and yet involved enough to be able to read the hands better.
Perhaps what Sammy Farra said (and remember he plays tournament poker mainly: no-limit), "In order to live you have to be prepared to die." I think this is what you mean.

Oh goodie! I already had an Arc planned but was not gonna make it on Test because I wasn't sure you could transfer. Now that I know I can take the one I am working on and transfer it to Live.

Now, the commentary.

First off, this is mainly a solo PvP build. Hence why AB and Fort were not taken. However, CM is taken because with any controller build, Perception is hard to find. So putting CM into your pets and a Heavy (for RV) and help you out, however, Phantasm isn't exactly an aggressive pet, and won't attack things unless they are RIGHT in front of him.
Now, Troller Stealth caps with just the application of GI or SupInvis, so why did I get these plus a Stealth IO? Well. SupInvis de-toggles with any mez you CAN'T avoid, and I don't have GI perma 100% of the time. So no matter what the situation is, your probably covered. And GI is great for adding stealth to pets like phantasm and your heavy in RV for when your holding down a pillbox. (With this build it actually took 2 widows, a kin corr, and a wp brute after about 10 attempts and destroying all of my pillboxes to get me out, however I never left to get another heavy after they killed it.)
Flurry? What's with this?
Well, if you haven't been informed yet, damage scaling changes with activation times. Sad? Yes, it allows for moves like flurry to be some of the most powerful in the game. Unfornately, controllers don't get this power unless the opponent is held, which in most cases will only be a second or 2, but even so it's a good attack chain filler since illusion has the fewest attacks a controller could possibly ask for outside of pets.
Why stone mastery? Well first off it has 2 VERY powerful attacks, Hurl Boulder and Seismic Smash, AND a self heal, which can pretty much patch up an Assassin Strike. Now, Stone Armor is a defensive shield, which in PvP, not only adds def to S/L, but to all types except positional, and when combined with the def from SupInvis and GI, can provide some nice def, actually the same def as my EA stalker with only normal IOs, but with BETTER resists, due to controllers inherit 40% resist to all in PvP zones. I only say the same and not the real numbers because Mids doesn't take into account Dimished Returns, and so the 35% def your reading in Mids could only be 20% in-game (not sure if that's right, but it very well could be)
Now, this sounds all nice and dandy, but like I said this build is good for Duels in the Arena and Solo Zone PvP. If you want to team PvP, I suggest the builds I posted when I first wrote this guide.

Hero-Based Mastermind Set
Basic idea is that, through mental manipulation, you have been able to take control over a group of superheroes. Obviously, the heroes under your control wouldnÂ’t be on par with what is created blue-side. I had thought of other types of control (whether through drugs or something else) but felt keeping it psychic-based would provide easier blasts and animations (taken from dominatorÂ’s mind control set and the psychic assault set for example).
1.) Psionic Dart: Same as Dom attack.
2.) Summon hero (name subject to change). Would summon 1-3 heroes. 1st is a blaster, 2nd would be a tanker, 3rd would be defender. Start with basic attacks.
3.) Mental Blast. Same as Dom attack
4.) Upgrade Hero: Through concentration, you are able to force the heroes to utilize more of the abilities.
5.) Psychic Scream: Same as Dom power
6.) Summon Hero Tier 2 (name issues). Summon 1-2 higher level heroes. Both would be scrappers. Start with basic attacks.
7.) Confuse. Same as Dom.
8.) Summon Hero: summons a controller. Would have basic attacks. Upgrades would allow hero to summon his own pet
9.) Upgrade Hero: Through concentration, you are able to force heroes to tap their complete potential.
Obviously, the set has the opportunity to be vastly overpowered. But, if done right, could be a lot of fun.

The only weird thing about this set is that your summoning HEROES to be VILLAINS.... maybe only a little confusing?

T3 Pet: Gorrila (with 2nd Upgrade can summon a monkey pack just like 3 fire imps except they are NOT on fire )
Attacks: Either a Bow and Arrow, Crossbow, Claws/Posion Darts, or some sort of Whip.
Now none of those pets make sense to have any ranged attacks, though the first attacks could be melee, and upgrades could mutate the pet. Say Evil Bird Thing gets a Sonic Blast, Gorilla gets Hurl Boulder, Snakes get Poison Breath. Wolf Pack would just have Bite and possible some sort of sand kick/push/throw that does minor DoT and -resist or-def -
PvP w/ SS+SJ w/ Some Hamis (NOTE: Yes, I know this only has 2 Hamis, but I my self havent used them on any of my chars yet so the ones there are the only ones I know are fine there.)

Im Only Exporting the Codes, most people don't like looking at builds...as I've learned, and it's just easier to look at it on Mids than it is on the Forums...
Oh, I almost forgot, if you ever get lost on TO, DO, SO, IO...just think of it as the Metric System SOs are the plain unit of measure, and the DO is half as powerful. The TO is as half as powerful as the DO, which is 1/4 the strength of a SO. To put that into perspective, you need 4 Damage TOs to get the power of 1 So. IOs are a little more complicated, and become stronger over time, they don't surpass the strength of a common SO until around lvl 35, so stock up on them around lvl 32.
for practical Reasons, plain enhancements will always be lvl 50 IOs.

Empathy
Empathy used to be the most popular secondary set for the controller AT. Nowadays it becomes less and less used by the controllers, as most as re-rolling to Kinetics, Storms, or Thermal. Or at least, thats what I've been seeing on Champion...
Anyways, Empathy is all about healing and buffing your allies so that they should never die, and if they do, instantly ressurect them back to life.
When your an Empathy, your team-mates health and endurance bars become your problem, not theirs
1.)Healing Aura
PBAoE Heal
Moderate Recharge
You are indeed forced to get this power. And for a good reason, it is your main technique for healing and don't you dare quit using it. Putting it on Auto is always welcome on a team, just remember to turn it off when your done, and monitor hasten for when comes back up...
One important thing, NEVER, and I mean NEVER! use healing aura as your only healing power.
Optimal Slotting: 2 End, 1 Rech, 3 Heal
Set IO Slotting: 6 slot Doctored Wounds or 5 Slot Doctored wounds with a Regenerating Tissue: +Regen. Doctored Wounds because it gives a great Rech Bounus when 5 slotted.
2.) Heal Other
Single Target Heal
Recharge Fast
This power is great, it heals faster and more powerfully then Healing Aura, but only one person at a time. However, with enough recharge you can easily pull off a constant Healing Aura-Heal Other-Healing Aura-Heal Other combo, so when one finishes the other is already recharged and ready to go.
The weird thing is being a main healing set, Healing Aura and Heal other are going to be your only healing moves (unless you get....Absorb Pain )
However, this combo of Healing Aura and Heal Other can and most likely will drain your endurance quick. Luckily, in the later levels, if your doing your job correctly, you shouldn't need it as much as you used to.
Optimal Slotting:2 End, 3 Heal, 1 Rech, same as healing Aura. you could take out an end to just make it 1 end, but i strongly suggest 6 slotting this for IOs later.
Set IO Slotting: Same as Healing Aura, however, if you put a +regen in Healing Aura, you can't put it in Heal Other, because its a unique.
3.) Absorb Pain
Single Taget "Siphon" Heal
Recharge Slow
I don't like this powers guts...if there is such a thing. You can almost heal any team mate from the red to the green, at the cost of your own health.
2 Things, after using this, you can't heal yourself for a whlie, making you very vulnerable. Second, it CAN and will kill you if it has to. Don't be like that noob emp in Atlas Park who constantly kills himself under the globe because he used Absorb Pain on someone who diddn't need it when he was in the red.
If I had to tell you had to slot it, I would suggest the same as Healing Aura and Heal Other, same with Set IO Slotting.
4.Ressurect
single Target Rez
Slow Recharge
This power rocks. Simply put. The best part is that you don't need to slot it with anything other than the default as a rech IO.
5.)Clear Mind
Single Target Special Buff (More on the below)
Fast Recharge
This power is like a breakfree...to everyone but yourself. It doesn't last long like a breakfree, it can stack like a breakfree, and frees you from any type of mez.
Teams will love you for this power, and you don't even have to slot it.
1 Rech or 1 End or 1 Range is fine for this power...
6.)FORTITUDE
Single Target Def and Damage and Tohit Buff
Recharge Slow
This power will also get you loved by your team. Its awesome damage boost and defence and ToHit buff will make anyone 10 times better than they were 10 seconds ago. Cool thing is that you can have it on 2 people at all times right out of the box, 3 with added recharge.
Optimal Slotting: 1-3 Rech, 1-3 Def,1-3 Tohit
Set IO Slotting: Honestly I don't know what IO set would work best. LotG Def/+Rech is always welcome though
7.)Recovery Aura

This power will boost any normal Recovery Rate of everyone around you including your self to around 5 end per second...now doesn't that just scream pick me!?

This power is EXACTLY like Recovery Aura, but its +Regen and not +Recovery
However, some people choose not to get this, because they feel Healing Aura and Heal Other are enough, personally, I think any thing to make your endurance consumption less (From all the green numbers) is worth the pick
Slotting is the same as Recovery Aura, except you replace the END MOD for Healing and the Efficacy Adaptor for more Doctored Wounds.
9.)[u]ADRENALIN BOOST[u]
Single Target "Regeneration Mode"
Recharge Very Long
This power recharges in about the same time as the RA's, and turns any of your team mates into a regeneration scrapper on endurance steroids :P
Optimal Slotting: 3 Recharge, 2-3 Heal, 0-1 End Mod
Set IO Slotting: Efficacy Adaptor, or Doctored Wounds 6 Slotted of course

Ok, now I'm going to quickly go over the 3rd power pool powers as a simple yes or no and why those powers are useful or not

1.)Fitness- Yes, yes, and more YES!!! Swift is a great compliment to Fly, as Hurdle is to Super Speed, Health can be slotted with the Numina +regen/+recov and the Miracle +Recovery Procs, and Stamina is a no brainer.
2.)Speed-Hasten is a big YES YES!!! Flurry is a big no no unless you plan on soloing alot, but I sure hope as a /emp you won't think about it until you have no use for flurry any more. Super Speed is a great compliment to Super Jump, and it provides some stealth. Whirlwind is just stupid to be quite honest. Remember, if you plan on PvPing, slot your travel power with its corresponding Stealth IO. (On Champion they are 2-5 Million tops)
3.)Jumping-Combat Jumping is good def in the lower lvls, and low end. Jump Kick is, like flurry, a big no no, Super Jump is said to be the best travel power, but I think fly is slightly easier to use. Acrobatics is great if you can't afford the 40million KB IOs.
4.)Teleportation-Recall Friend is great for stealthing missions, and Teleport Foe is great for getting runners in PvP. Teleport can be the fastest travel power, but has a huge end cost everytime you use it. I've never seen Group Teleport in action, but if you have Recall, I think it's not nessessary.
5.)Fighting- Unless your farming, don't even bother...please
6.)Medicine- Your an emp, if you think you still need more I'm gonna call ya crazy.
7.)Concealment- You can't stack it with Superior Invisibility, and if you got Group Invisibility and still want more stealth, just get Superior Invisibility.
8.)Flight- Hover is slow, but shortens KB time and makes it so you wont fly back, just flip over. Fly is the coolest travel power in my opinion, because there is nowhere you can't go with this power. Group Fly is an end hog and isn't even as fast as fly.
9.)Leadership- It's always nice to have leadership on a team, just watch your end consumption with it on, its a bit of an end hog. Vengence is just plain awesome.
10.)Presence- Your not a tanker...your Phantom Army is...

If you haven't found this guide yet, please read it. It shows every controller epic power in description.
1.)Primal Forces Mastery- I chose this for the "Light Master Theme," but it doesn't contain an AoE blast, which makes it fall behind. Conserve Power works nicely with Recovery Aura, and with the 2, you almost don't need Stamina. Almost....
2.)Fire Mastery- Your typical farming Build Epic, Consume, Fire Ball, Fire Blast, and Fire Shield make for a nasty Demon Farming Combo.
3.)Ice Mastery- This set is kinduh Meh. It works for a theme, but over all its not overpowered because Ice Storm is a Rain and not a 1 Shot AoE, and also because of Hibernation.
4.)Psionic Mastery- This set is the second of the 2 Farming Epics. It provides an AoE Blast, and mez protection, as well as Psionic Resistance, and a Tier 2 Blast. If your not going after some sort of theme, i strongly reccomend this as your epic.
5.)Stone Mastery- Hurl Boulder can do crazy Damage, but an uber long animation time. Stone armor makes you look like you just let the mud from your recent 20 mud baths dry up, but Earth's Embrace Is an Awesome Self Heal....too bad your a /emp

Now, for some PvP and PvE Strategies...

PvE- PvE Teaming is simple...Toggle Up, buff up, summon up, heal, heal, heal. Rinse and Repeat, if no one needs healing, try your Epic Blast, Blind, or Spectral wounds.
However, None of your healing, summoning, confusing, or buffing will supress your Superior Invisibility or Group Invisibility, so just be careful of that.
PvP-PvP is a little more complicated, Toggle up, Summon your Phantasm, buff Him up and anyone you might be teaming with, make sure to stand a distance at an enemy and try to confuse him, apply 2-3 times, if nothing happens, he still won't be able to see you. Summon up Spectral Terror, if he gets feared, summon your PA and Confuse anyways, and watch Phantasms Health, Resummon Spectral Terror and PA when needed.
If they run, use Tp-Foe, if they are EA or you don't have Tp-Foe, race after them, wait for a stop, then summon Spectral Terror. Just make Sure he can't see you, and Watch Phantasms Health. I used this Technique on a Stone/Stone Brute, and almost killed him. My only mistake, I used Blind
I know it was a little short of a section, but that's all there is to it, to simply put it.

A quick note on Leveling up...

Lvls 1-8- This range is very easily completed in an hour or 2, simply join a sewer team in Atlas Park
Lvls 8-13- This range is paticularly annoying, because you have no travel power, not many people are looking to team (at least on my server) and your constantly shuffling between KR, Steel Canyon, and The Hollows looking for a team. For easier teaming, put in your search comment you are /Emp, people like emps , and put a green star thing signaling anyone using the /search feature that you really want a team
Lvls 14-18- Personally, I PL'ed through this, please don't, I was a bad man...only because it's so frusterating. Being of at least lvl 14 you only have 2 attacks at most, and no pets, so soloing is very aggrivating. My Only advice, when soloing, use confuse on everything!
Lvls 18-26- These levels went by fast for me...and Spectral Terror seemed to come at the same time as PA. Just remember to keep on teaming, thats what your best at!
Lvls 27-35- This is when things start to slow down...when you make it to lvl 30, however, try finding a highly populated server wide chat, and try to look for a Katie Hannon Task Force, that'll get you to 35 in no time! It is the most run TF on the Hero Side after all. Phantasm comes at 32, be sure to pick him up!
Lvls 35-40- If your following any of my builds, these levels will be filled with new Empathy Powers, which are nice, but
don't help you kill any faster. Founder's Falls is the zone to be in now. At level 35 you also get Access to Cimerora and the Rikti War Zone as well, be sure to visit them, there's the exp loaded ITF in Cimerora, as well as Rikti Raids which give TONS of Exp AND Badges.
Lvls 40-50- Go to Peregrine Island! Do the ITF! Do Rikti Raids!
At lvl 46, people will be begging you to farm with them. If your into that, go for it, if your not, this last stretch of the game is filled with the most material, so go ahead and do it all! -
[u]Lady Lumi's Guide to Illusion and Empathy...[u] (Issue 12)
I have decided to write this guide after getting my own Illusion/Empathy to lvl 43.
This is my second guide. (My first being this , which I hope to update soon) Anyways, I leveled Lady Lumi as a "Light Master" so to speak, and I enjoyed the ride to the epics, though pre PA can be challenging...
Now, before I dive into the sets of Illusion and Empathy, I would like to breifly explain the inhierited power CONTAINMENT
Containment is the unique ability only controllers have, and it allows for all of your attacks to do extra damage when the enemy your attacking is mezzed in some fashion, except terrorized, I belive stun as well...
-Sadly, however, this ability is a little use to an Illusion contoller, becuase of your only 2 damaging attacks, and because your many pets don't share this ability with you...sad, isn't it?
Illusion Control
Illusion Control is a unique control set, becuase it doesn't make you do the work, it makes you summon other things to do it for you.
Pros-[*]You get 3 awesome pet summoning powers, equaling a total of 5-6 pets if you include the decoy the Phantasm Summons[*]When used correctly, you can do major damage and virtually be untouchable, though it may not be as fast as other sets[*]You get a MUCH better tier 2 3rd power pool power (Invisibility) in your primary set, (Superior Invisibility) as well as a PBAoE version of it (Group Invisibility)
Cons-[*] You only get 2 moves that allow you to do damage (Spectral Wounds and Blind)[*] The Uber Trio (Your pets, Phantom Army, Spectral Terror, and Phantasm) don't come until lvls 18, 26, and 32[*] Though your PBAoE Hold comes at lvl 6, its not that great, poor accuracy and the hold doesnt seem to last long at all.
Now, onto the powers, now with the great feature of the ingame "The Real Numbers" feature, I dont have to tell you about them, I will, say damage as minor (min), moderate (mod), high (high ), extreeme (extr), or superior (sup) and the recharge as fast, moderate, slow, long, or very long

Get this power, use it, slot it, love it, as many people like to say about these kinds of powers.
Try and 6 slot it as fast as you can, but don't put it over some of your other powers, because as you level up, you will use this power less and less, even when soloing
Optimal Slotting: 2 Damage, 1 Hold, 1 End, 1 Acc, and 1 Rech...OR... 2 Hold, 1 Damage, 1 End, 1 Acc, 1 Rech
IO Sets, 5 Slot Ghost Widows Embrace and a Devastation, DMG/ACC/RECH/END...OR...to be the expensive man, 6 slot Unbreakable Contraint..
2.)Spectral Wounds
Single Target Blast
High Spectral Damage (See Below)

Spectral damage is funny, it does the high damage as it says, but after around 8-10 seconds, the target heals a minor portion of the damage. You basically make him think he's hurt, but then after about 8-10 seconds he comes to his sences and realizes it wasn't that bad...
As a /emp, this power is skippable, espcially in the higher levels. However, if you plan on PvPing, this power is most favorable.
if you get it, try and 6 slot it as soon as possible, but there are much more important things you want to 6 slot before this one.
Optimal Slotting: 3 Damage, 1-2 Acc, 1-0 End, 1-0 Rech
IO Set slotting: 6 slot Thunderstrike...OR...for Mr./Ms. Moneybags over there (Yes you!) 6 slot Apocalypse.
3.)Confuse
Single Target Confuse
Zero Damage
Moderate Recharge
This power is what makes you special, until, that is, you meet a mind troller, or get you pets. It delivers a magnitude 3 confuse (which will confuse most almost all minons, most ltns. and a few bosses in one shot)
The cool thing is, when combined with Superior or Group Invisibility, you wont supress your stealth when you use it.
There are 2 ways you can slot this puppy. 1 way is to give it a few slots and give it a couple Set IOs that enhance 3 different things at once, or 6 slot it with a IO set or plain IOs
Optimal Slotting: 1 acc, 1 confuse, 1 rech...OR... 2 Confuse, 2 Acc, 1 END, 1 Rech
IO Set Slotting: 6 slot Malaise's Illusions OR Coersive Persuasion for that rich man...LOL are you kidding me, to be quite honest, the Purp Confuse IO set is actually one of the cheapest purple sets you will see...my numbers are from the Champion Server, land of the 3 million Stealth IOs, where as say Freedom might be more expensive, like their stealth io is what, 20-30million?
4.)Flash

I took this power on a previous failed Illusion Controller I tried Making, and I hated it, so, I'm not going to tell you how to slot it, because I don't know :P
5.)Superior Invisibility

This power is awesome, but the endurance consumption is not...it provides 4.5% defence to all, and Its stealth is just as great as Invisibility's, but you get to attack out of it, and it doesnt supress when using confusion. (VERY VERY helpful in PvP)
However, in PvP, most villians can still see you, try picking up Group Invisibility for that extra invisible boost.
Optimal Slotting: 2-3 End
Set IO Slotting: a Luck of the Gambler (LotG) Defence/+Recharge (Thats a 7.5% global recharge boost) and LotG Defence/End, End/Rech, and Def/End/Rech...OR... just LotG Def/+Rech and 2-3 END IOs
6.)Group Invisibility
PBAoE +Stealth (Power of Superior Invisibility)
Only 10.4 end to activate
Lasts 120 Seconds with a 240 Rech
Now the rech is longer than the duration on this, so you'll want at LEAST 1 recharge enhancer in there and all Illusion Controllers definately want Hasten if they'll ever want to get perma PA (more on that later)
The only bad thing I will ever say about this power is that Tanks will hate you if you happen to buff them with it, and being /emp you'll want to stay within range of them to hit them with your Healing Aura, so jumping out then casting, then jumping back in can sometimes be a hassle.
Optimal Slotting: 1-3 Rech
Set IO Slotting: Lotg Def/Rech is always welcome where you can put it, because its not a unique, so you can slot it more than once, but on this I like to keep it simple with just the 1-3 Rech IOs to compliment it.
7.)Phantom Army
"Taunting" Summon Pet
"Minor" Damage
60 Duration with 240 second recharge
The reason I put minor in intalics is because they do alot more than just minor damage, but since their damage is illusionary, and the target will heal slightly after a few seconds, I get why it would be described that way.
Now, on the subject of pets, I have seen a few Illusion/Emps with no pets, or just the Spectral Terror. Now, THIS IS MOST UNWISE AND IM BEGGING YOU TO PLEASE GET PHANTOM ARMY, AS WELL AS THE OTHER 2 PETS!
The Phantom Army is your second best, if not the best mitigration tool you can get. You summon them up for a whole minute, and they taunt everything around them. The best part is that they are industructible and can't die unless the timer runs out.
The sad part is the uber long recharge, which basically forces you to get hasten the get them anywhere near perma. Perma means that these guys are up 24/7, or at least able to be, and the only way to do that is with ALOT of recharge. You need hasten for this, as well as many set IO bounuses for recharge. (Purple sets are most desired for this, but arn't required.)
One happy thought is that these pets are awesome in PvP, and can actually seek out Stalkers (I've Seen it happen, it's true)
Optimal Slotting: 3 Recharge, 1-2 Acc, 1-2 Damage
Set IO Slotting: I currently have mine as 3 plain rech, and 3 Blood Mandates, Damage, Dam/Acc/End, Acc/Dam

This pet is perma right out of the box (WOOT!) and he terrorizes everything around him.
2 Problems with him, he does no damage, and he can't move. However, with the Glimpse of the Abyss: Chance for Psi Damage, he can do minor psionic damage when summoned. He still can't move though
This pet is also great for PvP, becuase few villians have def/resist for fear. And if you slot it for rech, he should be back up if the villian decides to leave because he just realized he's been feared.
Optimal Slotting:You can either go for a simple 1-2 Acc, with 1-2 Fear, or go for 1 Rech (In case you get slowed), 1-2 Acc, 1 End, and 2-3 Fear
Set IO Slotting: 6 Slot Glimpse of the Abyss, or if your not slotting him with much, at least get the Glimpse of the Abyss: Chance for Psy Damage Proc (Programmed Random Occurrance)

All pets have a timer, pets will "die" after that timer is up, but all tier 9 Controller pets have a VERY LOOOOOOOOOOOOOOOOOONG timer, of like 27 hours. Why so random? Don't be asking me.
When you get near an enemy, and pause long enough to pull off an attack, one of the first things this guy does is summon up a decoy, which attacks just like him, is indestructible, but will instantly disappear when his target dies.
However, if you yourself die, the Phantasm and all your pets except the Phantasm Decoy will disappear. Though I don't belive I've ever seen him acctack after you die, he still stands there.
