If you're referring to the difference between 'glamorous' and 'disgusting' as applies to CoX; then, as already stated, I don't feel those terms are adequate when speaking of CoX, IMO. -
Evil - Going the D&D route here; I prefer to be LE although moments of CE may creep up from time to time.
I am not an anarchist by nature but sometimes a little anarchy is needed to readjust the order of things.
I may do atrociously evil things out of provocation; things that would normally escape my day to day routine - even if there is no loftier goal than to knock someone or something down a notch or just to make me 'feel' better. - Lashing out.
Play-wise, I like to keep my evil structured... sticking it to the man and opening the eyes of the world beyond the 'black-and-white' picture... unless its PvP; then it's horror movie evil time.
AE-wise, I like to mix it up; mainly organized evil... because it presents better storytelling opportunities. Although a little 'Smash TV' can be good from time to time.
[and somehow, I doubt that we have gotten either glamorous or disgusting villainy as appropriate terms to describe the bad guys in CoX - some disgusting crimes are things we'll never see villains commit in City of Heroes and even our most notorious baddies redside still hang out in cave, sewers and abandoned warehouses... no statues, no bling, no luxury cars or jets; always under the thumb of a despot that also likes living in a slate prison styled fortress] -

Sounds like Tyrant is as initially presented... Champion and Hero of Praetoria; in the grand scheme of things.
And it sounds like the PCs are doing what they're supposed to be doing; reacting according to the information they're privy to. With that reaction evolving as more info becomes available.
Given this new info, one can see why Cole attempts to rule with an iron fist, why he covers it with a glossy veneer and why he's taken the measures he has concerning Primal Earth; even if the rabble (Praetorians and Primal alike) can't. If he lets one thing slip... its over.
"I do more coke... so I can do more work... so I can do more coke... so I can do more work..." pretty much seems to sum up his side of the relationship with the Well.
But what does this seemingly omnipotent pile of cocaine want? -
Late 2 cents... (and maybe it's already been stated) don't pigeon-hole all Blaster powersets into one cat.
Personally, I view them as Dominators with little comparable (ST vs. AoE) control (being that they're the most similar to them - comparing anything else is, IMO, apples and oranges) but there is:
Elec/Elec - if you like sapping for control
Ice/NRG - if you want good controls (or even Ice/Ice, Ice/Elec)
You can work in other combos for 2-3+ holds, stuns, sleeps, etc
If you're looking for more survivability; all of the Epics/Patrons provide armor of some sort (real good with secondaries that have Power Boost + a little tweak in from side pools)
And with most Blaster combos providing Aim + Combos, regardless of Epic selection - they have an inherent ability to do the nasty better than many. -

Of course there is the supporting character to the story that gets overlooked far too often: the location. The maps and visuals of where you are performing your escapades can be the strongest story-telling tool you have in your arsenal. If you have your final boss battle inside of an Icon tailor shop, that is definitely saying something about the story as a whole. lol, I'm going to have to use the same thing that was used against me about the across the board criticism of the entire CoT based off the sample photo... its a sample photo.
Personally, I can see how this wouldn't translate to low level play but could definitely see this level of [redacted] within the stronghold locations.
Perhaps, using a high res treatment of the original CoT models for low level and 'out-of-territory' play; while using the new models for Oreos and Thorn Isle. Or just modifying placement of CoT NPCs so the stand-out-like-a-sore-thumb effect is largely avoided (or a combo of both)
Maybe more earth-tone versions of the colors represented here to give them that more worn-in look (Brick/Rust instead of Red; Ochre instead of Yellow, etc)
The minion I don't mind being a hulking mage-slave. Makes sense... but is it a Thorn Wielder, an Archer or something new to the fold? -

That said, welcome to the forums El Topo and congratulations on your first post, as well as the latest iteration of the CoT redesign. Too much perfection, as Jodorowsky's hero declared, is a mistake.
With all of the patch revamping going on here and there; especially with costume pieces, NPC redraws and interior map additions... the lesser textures and coloring will gradually become more and more noticeable. (A Cool World foreground vs. background effect) -

Kinda reminds me of the evil samurai armor found in some niche horror, anime and power ranger bad guy rosters.

Are the new Minions going to differ in powerset from the old Archers?
Any revamp planned for the CoT Demons (Behemoths, Hordelings, Hellfrosts, Succubi, Spectrals)? -
The coat-tails are nice but the Agony Mage split-robe was the one of the workarounds (for players) that I was hoping to see in regards to getting players below the knee, robe-styled pieces.

Being able to coast on one of those grav pads off the ships from the Matrix could be interesting (or some platform/vehicle that utilizes 2-3 of them)

Active/"Motion" gradient effect option for power and aura colors (possibly even glow-tech costume pieces)...
For example, an Ice Blast that starts of as Blue/White but cycles into Purple/Green at some point beyond the powers point of origin.
Armor (and other) toggles and Auras that cycle through a players choice of colors -

Planking seems to be the 'in' thing... why not be able to coast on some random planked out NPC?

Also being able to upload Base Map files into the MA Editor so that other player can do virtual walk-throughs or utilize the template for one of their own missions
(we should really be able to do this with custom critter (groups) as well - create a player shop, of sorts, for pre-constructed base maps and pre-built custom critter (groups). Players could rate either; as is done with custom arcs as well as utilize them; as-is... allowing their creators another avenue for getting ticket rewards)
We should really invest in our modder community; even if it means consolidating AE and base building. -
