  14. I just went and looked since it's been a while. I can click anywhere from head to foot on the Police, from various distances and perspectives.

    More importantly, there's a sign above their heads reading "Attention! You are now leaving a Paragon protected zone. Please present your security clearance card." While it doesn't sound right on both sides of the gate (and it is there), it's still a clue that the NPCs might be worth investigating.

    To be fair, it doesn't say "including all expansions", but neither does it say "including some expansions". It's still open to interpretation.
