The very first time I entered the Hollows, I too noticed the sign there was wrong (it said "leaving"), and sent in a bug report. A GM replied to thank me and said he'd forward it on. That was two years ago.

The mouse cursor changing to a hand as you pass it over them is another clue.

If anything was to be changed or added, I think that having the NPCs say something as you approach would be enough.

I just went and looked since it's been a while. I can click anywhere from head to foot on the Police, from various distances and perspectives.
More importantly, there's a sign above their heads reading "Attention! You are now leaving a Paragon protected zone. Please present your security clearance card." While it doesn't sound right on both sides of the gate (and it is there), it's still a clue that the NPCs might be worth investigating. -

Prerequisites mean that you cannot do Y without X, not that you have a special right to Y just because you have X.

Not pre-ordered it, pre-purchased it, paid for it, bought it from Paragon. At the time of purchase, all information about the product said that Alpha slot was included. -

That's straight from the dev's themselves, that they later changed their mind, doesn't matter people bought going rogue based on that presentation.
