A couple of problems
4) This is gonna sound like a dumb question, but what happens when you select Going Rogue on the first page of the character select screen (the one where you select Origin)? You have to select that in order to start in Praetoria.

On the Character Creation screen, where you can select your Origin, there are two banner looking graphic in the upper left corner. The top one says something about "Galaxy City," and the one beneath is "Going Rogue."
Those are actually buttons to select which location to start in.
Oddly, it is more clear if you are a Free or Premium account without Going rogue/Praetoria access because there is a big lock symbol over the Going Rogue button.

OK, I was wrong about starting in Praetoria, it isn't obvious how to do it. I thought that was just showing me what I had access to, and in Beta, completing the character creation was where you selected Praetoria or Galaxy City.

A quick place you may want to check is the Auction House in Imperial City, that comes to mind as a place that has power suppression all the time, unless they changed that too.
As far as the Monitor Duty badge you get from logging at your SG base portal, you should see the day job icon under your health/endurance/experience bar. I found it when I ran a character through Galaxy, joined my SG, then logged at the portal. When I re-entered, I found that the pop-up for my first day job location was at the Auction House. So I ran back to the base portal, and there was no day job icon. I tested it at the portal in Talos, and there it was.

5) They removed the Black Helicopter Line at North Mercy (by the old starting area (whatever that fort is).
