Not sure how much it took to add the accelerated/delayed states, but the essence of that mechanic/tech is the same as containment.
Keep in mind that many mechanics are developed for other things, such as Incarnate content, which are sometimes used for things like new powersets. Generally speaking, we try to get as much use as we can out of new tech. -
We're working on something like this. The recent positive interaction we had with the Design a Costume Set Workshop at the Pummit has spurred us into scheduling more interactions like this at the next Pummit (Yes, you heard me correctly, I am currently working on the schedule for the next Pummit, more info to come after the New Year hopefully). Additionally, the success of the subsequent thread by Noble Savage discussing gender equality has given us thought behind how we can incorporate more of this type of interaction into the creative process.
Ultimately, we have final say on what does or does not go in the game, however we always want to be able to include the players in the creative and decision making process. -

Point being, we won't let development cost of a set be the singular deciding factor on whether a set is free for VIP or purchasable. Remember, we want for these sets to be compelling reasons for a free/Premium player to decide to become VIP, so we have a definite interest in making them appealing. -
So I've run these types of programs before.
They have benefits, and allow the developers to create a close relationship with a segment of the playerbase. If you're reasonable and responsible about it, you won't just get hardcore players. In the case of the groups I've organized, I always endeavored to assemble all types of playstyles, hardcore, RP, casual, PVP (although in my case everyone was a PVP'er by default).
The problem lies in what Arcanaville pointed out. It's very difficult for a small group of players to represent the interests of the entire game. In a larger way, the forums are a perfect example of this. Less than 9% of people who have ever played CoX have ever registered for a forums account. Of that 9%, 10% have ever even posted on the forums. This statement shouldn't be used as a disqualifying factor for forum interaction, however it should put into perspective how important it is for us to have a view of the big picture. Now take an even smaller segment of that...well, you get the picture.
People by nature are going to find it easiest to represent their own interests best. There's nothing wrong with that, as it's a daily exercise for us as developers to apply individual feedback to the shared experience, however when you place added pressure on individuals to represent the experience of thousands of other players...
This pressure does take its toll on players. Add to this the resentment factor that can be assigned to these "select few" and you're creating an environment for hostility.
We know that there's interest groups within the game that feel as though they don't receive due attention. It's understandable. As is the case with most things, assigning attention to these things are a matter of time, priority and resources. -

It's a club with steep membership fees, a grueling initiation process and a lifetime commitment, but the benefits can't be beat. (I write this as I sit helping my son play his first PS3 game ) -

As the Holiday Season is starting, I'd like to give everyone a heads up on what to expect from the Development and Community team over the coming weeks.
Probably because of the nature of game development, studios tend to end up being comprised of people from around the country, nay, the world even (we've had a few folks join us recently from Iceland and the UK). As such, many of us are heading home for the holidays to visit family and friends. Because of this, some of your questions that may require a specific developer to answer may have to wait until after the New Year.
Community team wise, I will be on Holiday starting next Friday and continuing on until Tuesday, January 3rd 2012, however I'll be sure to check in on things between Christmas and New Years. The moderation staff will be working during the Holiday week, ensuring that the forums stay a safe and productive environment.
Thanks to all of you for an outstanding 2011, and here's looking forward to a great 2012! -
To answer the OP, no, we do not have any sort of policy that melee power sets will be purchasable only.
There's a whole range of powersets we haven't explored yet, melee, defensive, support, ranged...I'm certain that as time progresses there will be a good mix of what's purchasable vs. what's VIP included. -

Following today's maintenance we've made some changes to the way certain parts of the forums are accessed. In an effort to increase Community interaction and engagement for Free and Premium players we have changed the access levels for certain parts of the City of Heroes Freedom forums.
You may have already noticed a change to the title of some of the forums you frequently visit. Go ahead, I'll wait for you to check it out...
Back? Cool huh?
Some forums have been labeled as "All Access". This means that they're open to all players of City of Heroes Freedom; be they Free, Premium or VIP. The forums that were changed to "All Access" include:- City Life: General Discussion
- Technical and Gameplay Issues
- Suggestion and Ideas
- Player Questions
- Additionally, when we open the new Paragon Market forum it will be All Access
So welcome our FREEM-ium brothers and sisters to these forums and please enjoy your new posting privileges within our Community.

These aren't directly sold, i.e.; you pay money directly for these badges and only these badges. It's an incidental effect of the PRP/Old vet rewards, which is rewarding customer loyalty.
I suppose that the same argument could be made for the aforementioned badges (VIP, GR badges), but I'm not going to split hairs. -

We're not interested in selling badges. Badges are something players earn in game and, as far as we're concerned, that's just fine. The *only* exception we're making with Freedom is the "Knowledgeable" badge which costs a whopping zero points.

The sense of irony is not lost on me, and I apologize if there was any sense of duplicitous behavior. None was intended. -
There's a reason we announced this ahead of time. There's a reason we decided that this would be the cadence of the reveals. Perhaps all is not presently clear, and overtime it will be made as such, but there is a reason.
We wanted you to know in advance that States would die.
We wanted you to know that this is coming.
This is part of the delivery of the story which will play itself out in the coming months.
It may just be difficult to see the forest for the trees right now . -

I've got a pretty set in stone policy that I never post about something when I'm upset about it, and yes, yesterday's delay gave reason to pause.
As of right now we're tentatively on for tomorrow for another attempted deployment.

During my career I've had the privilege to work with several talented and passionate Community Professionals. Tia, you are, without a doubt, right there at the top of my list. The City of Heroes Community has been blessed to have in you a voice that is always friendly, caring and positive and I have been made the better through my time spent working with you.
Although we're searching for someone to fill Tia's position, know that we will never replace our Avatea.
Besides, where on Earth are we going to find someone who speaks 30 languages fluently, knows COH like the back of their hand and says "Purple" so...interestingly!
Thank you for all that you've contributed to CoH Avatea, you will be missed. -

Now, it's something that's going to happen. But how will it happen? What could possibly lead to the demise of Primal Earth's Champion of the Well?
This approach is something that's been planned for awhile now, taking a cue from other famous, or infamous, comic book deaths. -
The feeling is that impact of States dying is not in the reveal that he's dying but in the fact that he's dying. How does he die? What does it mean for the Freedom Phalanx and, perhaps more importantly, what does it mean for the future safety and well being of Paragon City.
There's a lot more questions to be answered and story to be explored, even after his death.
And trust me, his death scene is pretty stirring. -
There's still plenty more suspense to be had in the remaining arcs .
