Your best bet would be to ask on the Technical Issues & Bugs forum, that's where all our most tech-savvy players hang out...
... and even if I'm not one of them (hence I'm here and not there
), I know that the game will download patches on a regular basis, so maybe that's what happening.
But you say it says "3.1 GB" again ? Humm... maybe it is not downloading per se, but only installing the patch - it does have to go thru all 3.1 GB of files to see what needs to be fixed or not...
Again, this is my non-techy evaluation. Go to the other forum if you want the real deal !

I have not seen Sky High (and I don't plan to), but from photographs I believe I could render Principal Powers' looks pretty well...
... except none of my toons created the Grand Canyon with their powers..

As far as recommendations, you might want to check the following Global Channels (those are the ones I know about, if there are others... how come I ain't heard of youse ?)
- N P C - The "New Player Committee" Channel, and part of the Mentor Project Stalemate was talking about earlier. Very new-player friendly...
- Protector Vigilance - Keeping an eye on everything that is going on: server events, TFs, etc.
- Protector Watch and Protector TFs - I don't use those meself, but I was told (... at gun-point) that they're useful too (just kidding about the gun.. in fact it was a knife...)
- At last but not least: JELLO SHOOTERS - The closest thing we have around here to a Biker Bar. Not for the prudes or the faint of hearts, but that's where you will find some of the most experienced, wacky, friendly or simply LOUD players on this server...
You might also want to give a listen to KJSR (http://kjsr.net) an Internet radio that "spun off" from the Jello Shooters channel (K-Jello-Shooters-Radio). From easy listening to death metal with everything in between, it is open 24/7 thanks to its Auto-DJ, DJ JohnnyFever.

I might not be able to get there much in advance (i.e. errands to run in the morning and in the afternoon) but when I'm home from work tonight, I'll park in the Hive the 2 toons I have that I could use (lvl 50 Tank + lvl 50 Scrapper).
