The healing badges in general were a bad idea. Anyone can get mezzed or payback debt or acquire influence or sidekick someone or take damage as a part of nornmal game play. Every. Single. Character. But for the healing badges, you must have one power out of a very specific and limited group. And those characters who are not defenders or controllers must take Aid Other, which is a very very poor substitute for the AoE no-limit healing spam that defenders and trollers get.
In fact, the vast difference between the potential healing power of Radiant Aura vs. Aid Other (both fully slotted) makes the difference between defender and blaster damage pale into insignificance. Even seen a healer in a Hami Raid?
And in any event... not even HEALERS will ever be able to get the epic healing badge through normal game play. -

Badges have had their requirements altered in the past and it's caused no problem.
People with the original Reformed didn't throw a huge fit when everyone else had a better (even dare I say "more legitimate") way to earn it. Zookeeper was reduced and no one wanted Legacy Zookeeper to show they killed 9000 more Monkeys than someone else. I haven't seen one person complain about Isolator being even easier with Flashback.
So if they did the same thing for Epic Healing, what would the problem be?

There was quite an uproar during the winter event when the special temp powers (five gold rings and self rez) were suddenly changed to a real time duration from a game time duration. This was done without announcement after many people had logged in each and every one of their characters and run the missions specifically to get the two temp powers.
So it would probably be in the best interests of player good will if there is a clear announcement before hand.
Will the temp costume powers work by charges, in game time, or until the event is over?

This question has been asked and answered several times in other threads, actually. The temp costume powers last for two weeks of REAL TIME. (I may be wrong about the 2 weeks, but the real time part is a solid given.)
So even if you get a costume temp power on the very last day of the event, by Thanksgiving all of them will be gone, for every character in the game, logged in or not. (This makes perfect sense, actually. Who shows up for Thanksgiving Dinner in a trick-or-treat outfit?) -

As much as I hate to be the one to say this, but I am very disappointed in the choice of the new powers. Before anyone goes on rampage i'll explain. Out of all the choices for new powers, Dual blades!! Come on guys! More swords that's what we needed! I am glad to see the variety of weapons coming up! They are awesome to see! Ah, poor everyone else. What am I talking about is there will be nothing but dual wielding toons out there. Correction. Toons out there that received some sort of upgrade with this issue. Why not give blasters, defender, controllers a choice of colors for their powers? That would at least separate them from each other. Listen don't get me wrong CoH, CoV, Tabula Rasa and anything NCSoft touches turns to gold! I was just hoping to see something alot differnet this time. Flashback is a great idea!

How I'm reading her answer is "We were going to, but we decided to do the 2nd Rikti War instead, so now the rocket launch sites are on hold until we decide to do some space-based expansion, which isn't on the schedule. So they'll just sit like this until we do, or until we give up and delete them."

I was HUGELY disappointed to learn that i10 wouldn't have the Lunar Zone. But I thought, "Meh, I guess i11 will be fine." So now no Lunar Zone in i11 either. i12? Nothing said yet.
I understand wanting to move the game's plot forward and all, but I thought the Lunar Zone was the most popular choice when they had the player base vote on possible new content. That and the fact that they started dropping a lot of the least subtle hints ever that a Lunar Zone was on the way.

Any accolade earned while you are (trained or untrained) level 50, even if you are exemplaring at the time, will only be usable at level 50. This is how things work now. Any accolade will only record your natural level, I am guessing .

Yes, what you describe is how things work now. But what if the Flashback System works a bit differently?
Let's say a new accolade is introduced that requires getting all the exploration badges on the Moon (Moonzone introduced in i12, maybe?) as well as running all the Lunar Story Arcs. And let's say the Moonzone is set for lvls 35-45. So Zube Flashbacks down to level 35. He grabs the exploration badges and runs the story arcs and gets the "Lunatic" Accolade (whatever the hell it would do is irrelevant).
Of course, we don't know how flashback will work, but it's possible that Zube would be able to use the Lunatic Accolade at any level between 35 and 50, since he got it while he was "level 35." But the accolades he earned at 50 will still be level 50 only. Even though he got them before getting Lunatic.
This is what I'm getting at. It would mess up the accolade situation even more than it is now.

Not to sound snarky here, but I seriously doubt you personally have any real evidence to back up the above statement. Unless you work for Cryptic, or at least have worked as a programmer in the MMO industry, you really don't know how much this cost to develop and/or operate.
That, and the fact that it has been pointed out many times in other threads that this fee is the lowest in the entire MMOG industry.
