No. SOs, DOs, and TOs are sold back during a respec at FULL PURCHASE PRICE, not what you'd get from a vendor. This is why, prior to respecs falling like rain, people would wait for respecs until a X2 or X7 level, so they could get full price for their old SOs, which bought many of their new +3 SOs.

This is what they're working on right now. OF COURSE they're basically silent. Don't take their attention away from it. We want it done faster, not slower. The more they talk on the forums and the more interviews they do, that means the fewer meetings they're going to, the less time spent animating, the less time poking at code, etc. etc. etc. You don't want that, do you? I know I don't. I want them doing their jobs, not appeasing the masses with a pithy remark. -

No, it's based on their desires after probably hours and hours of deliberation, which none of us are privy to, so it's kind of ridiculous to ask players the philosophy/idea behind exemption.
If the OP wants to know why, they should ask the developers of the game, not their fellow players. This can generally be done by PM, not by posting a question in the "players answering other players' questions" forum. Of course, the OP needs to keep in mind that it's almost guaranteed that the developer(s)/OCR member(s) they contact will not divulge the answer. -
You can only use one of the same IO in any one power, no matter what type (proc/proc120/global/regular), no matter if it says unique or not. You cannot slot two of the same procs, or two acc/dams from the same set, or anything like that. You can slot six procs from different sets into the same power, though.

Note that it is free to have a second spec, and it is free to switch between the two specs. There is a 15 minute cooldown between switching. Switching refreshes all cooldowns (including the 2hr cooldown on the Mission Teleporter).

Also, I have a recharge slotted in Rest's base slot, which allows me to use it more often. I am not ashamed to use Rest when I need to. I really don't understand the stigma that Rest seems to have, "I can't use Rest once I hit double-digit levels!" Ridiculous.
I also have binds to combine three of each level insps (except greens, purples, break frees, and awakens) into blues. I manually combine BFs/wakies if I have enough, otherwise I delete them. I use greens and purples to avoid having to use heals.
I also slot IO sets with recovery in mind. Some of my builds/proposed builds have Stamina-level recovery. -

Bring friends. (Unfortunately, to bring friends, you must re-start the story arc. Really wish Ouro worked like AE, where you can invite people midway.) -

Most of my characters don't even have Stamina anymore. (Previously, ALL my characters had Stamina. I have since learned much better energy management.) So obviously, I don't see any 'gulch' existing.

You'll be fine. You might have some choppiness, but games are played every day below minimum specs.

Jump Kick is considerably better than it used to be. It's actually a viable attack option now, since the second flip is interruptible (meaning you can skip all that extra animating time that used to make this a terrible attack).
