the info that i know for a PVP IO is that there is a 1/100 chance to drop one on a rep-valid kill
so every time you kill someone who you have not killed in the last 5 min has a 1% chance to drop a PVP IO
in the long run, if you do always get rep-valid kills, then the other part of it is just dumb luck (similar to a purple drop)
Estimates on the drop rate range from 1:60 to 1:200, so I'd wager it's somewhere around 1:100 (since we don't have any information from the devs). Yes, it's possible to get them in the arena, but the rep rules apply (rep-valid kills every 5 minutes).

Can anyone tell me if these recipes drop in the Arena anymore?
Night after night getting hundreds of kills per session and getting only 1 drop every 3-5 days it's impossible to build a proper toon.
Many of these recipes are impossible to purchase as there aren't any available on the Markets.
Any info would be greatly appreciated.
